New amendment added #1: This amendment to the RFI is for:1- Extending the submission deadline date until 2 May 2019; and2- Revise the indicative BoQ and attached herein, and it shall replace the old one.Thank you

New clarification added: Question: 4. Please kindly provide the pipeline bottom elevation and pipe diameter to WWTP;Answer: This information is not currently confirmed, and it is understood that this is required for determining the depths of the below ground tanks, thus the contractors are advised to use the estimated depths of the tanks according to the information in the “Indicative BoQ” Question: 5. Existing wastewater pipeline connects with WWTP:An inspection well will be built on the existing wastewater pipeline, between factory region and main network. The inspection well will have one water inlet, two water outlets there will be valves at the outlets. One water outlet connects to a regulation tank of the WWTP, the wastewater will gravity flow into the regulation tank; Another water outlet connects with the existing wastewater pipeline. So, the regulation tank will be underground structure.Please clarify the design is workable, or please advise your connection solution or requirement.Answer: In the facility, two flow control tanks are required so that treatment can be continued even during periodic cleaning, and the standby tank is also used as an emergency tank for temporarily storing wastewater when abnormal water flows in.Question: 6. Please kindly consider extend the closing date from April 29 to May 10, 2019, so that we can make a competitive offer for UN. Answer: The RFI will be extended until the 2nd of May.

Influent wastewater characteristics COD data in “General WWTP Parameters” is 2000~3000mg/L, Effluent wastewater characteristics COD data in Term (2) Item 18 is “no more than 2000mg/L”Please kindly confirm whether below understanding is correct or not?a. When influent wastewater COD>2000mg/L, activate WWTP, after treatment, COD≤2000mg/L, wastewater will drainage to the main network, then after M-WTTP, drainage to the environment.b. When influent wastewater COD≤2000mg/L, do not activate the WWTP, wastewater will drainage to the main network directly, after M-WTTP, drainage to the environment. Answer: it is intended that wastewater from the factories always forwarded to the “ Receiving & Equalization Tanks” and that treatment is always provided.Question: 2. Please clarify the maximum concentration of the Influent wastewater will not exceed the range in “Influent wastewater characteristics”Answer: The parameters that need to be adopted for the “influent wastewater characteristics” are the high range side of the provided table, which are: BOD: 600mg/L, CODcr: 3000mg/L, TSS:900mg/L Question: 3. Please clarify the Pump parameters in “Waste Water Treatment Plant Indicative Bill of Quantity". Because the following pump parameters are inconsistent with the treatment ability 500m³/day, please check.B1/1 submersible sewage Pump (0.35m3/hr @ 10m);B1/3 Portable Submersible Pump (0.1m3/hr @ 6m);B1/6 Submersible Sewage Pump, (0.35m3/hr @ 10m); Answer: The flow rate Units for those items B1/1, B1/3, B1/6 shall be m3/min and not in m3/hr. This is also reflected in the attached updated indicative BoQ.

New clarification added: QuestionPage 5 of 6, TOR-Wastewater Treatment Plant-RFI: This cost shall also include required approvals and licenses from the local authorities for the WWTP.Pls, clarify we should apply for the approvals and licenses from Israel or Palestine? Further, how to get the application process, do you have any guide or manual about it for the international contractor?Answer:The approvals and licenses required are mainly required to be obtained from the Palestinian Authorities, and expected to include the following (and as required):Design licensing by Palestinian Engineering Association.Construction permit by the Municipality.Construction Approval by the Palestinian Water Authorities.Environmental approval, by Environment Quality Authorities.And besides, the above-required approvals shall also include all required import approvals from the Israeli Authorities in order to enable delivering the equipment to Palestinian Areas.
