Pre-Bid meeting – LRPS-2019-9148035-

Passenger Transportation inside all of Iraq

A meeting was held with companies inside UNICEF Erbil office as well as though skype on 30.04.2019, at 11:00 am.

The following points were discussed in the meeting;

  • UNICEF welcomed the companies and explained the importance for the companies to participate in these meeting to increase their level of quality in submission of proposal and all questions pertaining to the invitation to bid was answered.
  • UNICEF discussed all the tender document and explain briefly the method of submitting the offers. It was explained that all companies must submit two proposals (technical and financial) in two separate emails.
  • The companies must fill out the technical requirements and submit full set of documents as mentioned in the TOR (terms of reference).
  • Only companies that receive a minimum of 60 points out of 100 will be considered for financial evaluation.
  • As for the financial proposal, the required annex must be filled in accordance with UNICEF requirement
  • The meeting concluded at around 12PM

Questions & Answers

  1. What is the duration of the LTA?

Answer: The LTA will be initially for 1 year and can be renewed for up to 2 additional years (1+1 year) subject to the satisfactory performance of the contractor.

  1. What is the estimated number of vehicles that UNICEF will be requesting?

Answer: UNICEF does not have an estimated number. The contract that will be awarded is a long-term arrangement (LTA) which is not binding. The vendor will receive purchase orders according to the needs of UNICEF. Also, the LTA might be used by other UN organizations.

  1. Will there be an onsite inspection of the vehicles that are listed in the technical evaluation?

Answer: Yes, UNICEF will conduct a site visit to confirm that the vehicles meet the requirements mention in the terms of reference.

  1. The first category in the financial evaluation “Up to 30 km and 3 hours”, is that a rate per K/M? Answer: Yes, that rate in the first category is per K/M. This will be used as the base rate for all categories. For example, if a car is requested and travels for 50 K/M and less than 3 hours, UNICEF will pay the first rate plus “More than 30 km: Rate per km”
