New clarification added: Question 16: Kindly confirm if the similar projects should be executed in the last 5 years or is there any tolerance for this requirment. Thank you .UNOPS REPLY: Bidders to provide proof of handing over three similar contracts executed successfully during the last [5] years.Incase any of the techincal requirments was not achieved, how would that reflect on the company's technical qualification of the tender. Thank you.UNOPS REPLY: The awarding will be to the lowest priced substantially compliant offer. The evaluation is pass/fail, therefore, the company should comply with all technical requirements in order to be considered to the last evaluation stage (financial).

New clarification added: Question 15: What is the sleeve diameter in jacking and microtunnling ??please confirm if there is grouting btween sleeve and pipes??UNOPS REPLY: Please refer to the Technical Specification clause 3.1.3.1 Pipes and clause 3.1.3.5 Grout.

New clarification added: Question 14:Kindly you are requested to confirm that the contract bid guarantee is 100,000 USD.UNOPS REPLY: Kindly refer to the ITB particular under-Bid security details "Bidders shall submit a proposal security as part of the proposal in the amount of USD 140,000 ( One Hundrad Fourty Thousand USD) or equivalent in JOD in the form set out in the document titled Section II: Returnable Proposal Schedules included in the Documents section".

New clarification added: Question 13: Is it permissible to employ a mechanical engineer as a site engineer as specified in the specifications of the Water Authority?UNOPS REPLY: The mentioned position “Site Engineer” is not required under this tender, please refer to schedule no.6. Is it permissible to employ a frish graduated civil engineer as a forman as specified in the specifications of the Water Authority?UNOPS REPLY: No, The required for a Forman position shall hold the degree of Diploma in Civil Engineering from reputable college with 10 years of relevant experience OR Secondary certificate with 15 years of relevant experience in infrastructure projects, please refer to schedule no.6.

New clarification added: Question 12 In item 1.13 'The pipe quantities are expected to be in the paved streets. However, in the case of the need for construction in natural ground surfaces, 15% of the price provided for construction in asphalt surfaces shall be deducted for the same item.'Does this item apply on trenchless pipe in pricing??UNOPS REPLY: No does not apply on the Trenchless prices.Question 12Reference to the prebid meeting held yesterday, You are kindly requested to extend the tender submission date for three weeks after 23/04/2019 to allow for a sufficient time to complete technical requirement. The requested Extension of Time is highly required and will result in submission a well-studied Technical and financial offers to the benefit of all project Parties. We highly appreciate granting the requested time extension.UNOPS REPLY: We can't extend the submission deadline due to the project time limitations

In the Preaambles Item 1.13 "in the case of the need for Construction in Natural Ground Surfaces , a 15% of the Price Provided for construction in Asphalt surface shall be deducted for the same item " Please Confirm ?UNOPS REPLY: Yes, a deduction of 15% from the provided rate will apply if the excavated trenches where NOT in Asphalt surfaces.

Is 2018 among them? is turnover and audited statement for 2018 are required? because it need more time to be issuedUNOPS REPLY: As per the ITB criteria "Company’s average annual construction turnover not less than USD 5,000,000.00 or equivalent per annum, for any two of the last five years". Please note that the bidder need to comply with the said criteria for any two of the last year.

New clarification added: Question 8: - According to drawing No. GTD-01A the width of asphalt layer for trenches is : 1.5x+x which is too much and it will be from 1.7 - 2.5 m.will you please reduce this width to be 1.5x only . Otherwise we had to asphalt all of some roads ?UNOPS REPLY: The mentioned drawing is in accordance with Greater Irbid Municipality (road owner) specifications.Question 9: - Is it permissible to use micro trench Equipment to excavate the Pipeline trenches? So that the width of the trench as follows:DN 63mm - 10 cm Depth 40DN 125mm - 15 cmDN 180mm - 20 cmThen cast concrete up to the Asphalt?UNOPS REPLY: No, not permissible.

New clarification added: Question 7: - Please confirm if we can make the amount of bid security 100,000 JOD instead of 140,000 USDUNOPS REPLY: Confirmed - Is it permissible to provide two sources for ductile pipes, both of which conform to the specifications, but one for the larger diameter pipes and the other for DN 100 & DN 150 mm DI pipes?UNOPS REPLY: Yes, taking into consideration providing third party inspection certificate for the materials and obeyed by the factory witness test in accordance with the project Technical Specifications.- Please confirm if the project is tax-free from sales tax and customs dutyUNOPS REPLY: Confirmed - Time for completion in the schedule of details is 15 months but in BOQ Bill No.5 the duration is 18 months please clarify?UNOPS REPLY: Confirmed, as the BoQ, The duration is 18 months, the related amendment will follow soon - Please Confirm if it's required to provide transportations for the consultant during the project duration to supervise the work? UNOPS REPLY: No, it’s not required.

New clarification added: Question 3:- Please extend the deadline submission for at least two weeks to become on 07/05/2019 instead of 23/04/2019, to provide proper time for supplies to prepare their Financial and Technical offers for the required material. UNOPS REPLY: We can't extend the submission deadline due to the project time limitations - Please confirm that the turn over and audited statement for the last year 2018 are not required, because they need up to end the April Month to be issued for most of contractors Companies .UNOPS REPLY: Please see above response under Question 2

New clarification added: Question 1: Reference to the BILL OF QUANTITIES - IMPORTANT NOTES / Clause "9- The prices shall include all applicable taxes and duties"and reference to SECTION I - INSTRUCTIONS TO BIDDERS / 18. DUTIES AND TAXES "UNOPS is a tax exempt entity. All bids shall be submitted net of any direct taxes and any other taxes and duties"Please confirm whether the project is exempt or not?UNOPS REPLY: In reference to the section I- Instructions to Bidders and to the ITB particulars- Duties and taxes "All bids shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel)." The related amendemnt of BoQ will follow soon.
