BACKGROUND: The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) is the regional development arm of the United Nations for the Asia-Pacific region and it is headquartered in Bangkok, Thailand. The UNESCAP premises in Bangkok presently comprise of three reinforced concrete buildings: a) the Secretariat Building, a 15-floor high-rise reinforced concrete building constructed in 1975 totaling more than 29,500 sqm of total constructed area including 17,000 sqm of office space; b) the Service Building, a 4-floor reinforced concrete building built in 1975 with a total of 19,727 sqm of constructed area; and c) the United Nations Conference Centre built more recently in the early 1990s and with 50,730 square meters. In August 2016, the UN General Assembly approved the Seismic Mitigation Project (SMP) for UNESCAP. The scope of the SMP project includes construction works in the Secretariat and Service Buildings, including structural seismic retrofitting, to ensure compliance with seismic and other fire and life-safety codes. It also includes a complete redesign of office layouts to achieve space efficiencies and the life-cycle replacement of building systems that have reached the end of their useful lives in the Secretariat Building. DESCRIPTION OF REQUIREMENTS: UNESCAP seeks to engage qualified Construction Companies for the implementation of the construction works defined in the SMP. The scope of construction works will include but not be limited to the following: • Seismic retrofit of existing reinforced concrete structure of UN Secretariat and Service buildings with the use of Carbon Fiber Reinforced Polymers (CFRP), concrete slab strengthening, and the integration of seismic joints. • Substitution (Full Replacement) of glazing and façade cladding in the Secretariat Building. • Complete refurbishment of office spaces including partitions, finishes and building services in the Secretariat Building. • Upgrading and/or replacing major building systems such as Mechanical, Electrical and Plumbing • Implementation of modern IT and Security & Surveillance Systems in the Secretariat Building and punctually in other areas of the ESCAP’s compound. • Modernization of fire protection and conveying systems in the Secretariat Building. The construction works described in the Secretariat Building shall be implemented in several phases with each phase encompassing several floors only. Each floor shall be renovated half a floor at a time. During each construction phase those areas not directly affected by the construction works shall remain in use by office occupants and independent from those areas undergoing construction work, therefore the safety of occupants in the building and on the site in general shall be considered a high priority. Disturbances to other areas of the compound shall be kept at minimum during construction. SPECIFIC REQUIREMENTS: Construction Companies interested in this process ideally shall comply with the following requirements: • To have at least 10 years of experience in refurbishment of office, commercial or similar buildings including structural retrofit • To be able to operate and provide construction services in Thailand • To have extensive construction experience in the South Asia Pacific region (desirable) • To have experience in the refurbishment/construction of services in buildings. • To have experience in refurbishment of buildings in operation (desirable) • To have experience in the construction of LEED certified buildings (desirable) • To have experience with BIM technology
