New clarification added: Question:Dear Sir/ Madam,As stsated in the technical specifications, the inverter must have grid connection (grid feeding) feature. It is also stated that the feature is required for future consideration. However, in your response dated 04-03-2019, it is stated that "Please note that the schools are off-grid and the solar power will not be connected to main grid therefore AEDB license is not mandatory" If UNOPS is keeping a provision for future connectivity of these system to the grid (net metering), then as per our discussion with AEDB, the isntaller must have AEDB license. UNOPS may seek advice from AEDB in this respect. Thus, without having AEDB license as mandatory, installation of Hybrid Ongrid Inverter is a mere wastage of funds. It is therefore requested that AEDB certification may be set as mandatory, or we may be allowed to offer off-grid inverters as there is no use offering hybrid ongrid inverters without having AEDB license.UNOPS Response! Please note that netmeetring is not an immediate requirment and as stated it "maybe" required later. The firm can avail AEDB licesnce if such a senario arises. Please also note that there is no provision in selecting any other inverter than the one already mentioned in the documents.

Almost all companies are facing this sitaution .So please give some relaxtion in this regard.UNOPS Response! This query has already been addressed - " UNOPS Response:If you already prepared the Bank Guarantee for Bid Security before 28th February that is irrevocable; and the deadline of bid submission is very short to create another one. So in this case we will accept your bid security in PKR as a special case only. However if there is any possibility to have a BG in USD please look into it. New clarification added: Question:There is little bit confusion in battery bank combination kindly clear the following:1. For 129 Schools Battery WH qaunity per school is 3400. How this have been calculated? same for other 14 & 3 School in LOT#12. Kindly provide how many batteries per school will be required and how much capacity in AH? if voltage is remained constant 12V. UNOPS Repsonse!1- 3400WH is without DOD/losses - Please read the documents carefully, all required information is mentioned in them. 2- Bidder is required to quote for the provided WH. Number of battereis is at the descrete of the bidders.

New clarification added: Question: 1.Solar Junction Box is already with Solar Panels ,is attached to the back of the solar panel? Please clarify. 150 Pcs are required.2. As there are different sizes of cables DC and AC . Huge Difference in prices for each size and type. Please clarify ,which cable we quote our prices for 15 Meters.UNOPS Response! 1- It does not refer to the inbuild junction box of a solar panel. It is the combiner box for various arrays of panels. one is naturally required for one school thus 150 schools require 150 junction boxes. 2- 15 meters is the estimated lengh of cable from the pv panels to the enclosuer cabinet. other wire lenghs can be estamatied from the details drawings and requirments provided. For isntance, the length of cables (battery interconnection, battery to inverter etc) will be minimum as they are all housed in a steel cabinet drawings of which are provided.

New clarification added: Question: There is a problem in costing sheets, the unit amount which is under 0.5 cents is rounded and displayed as 0 cents and since the costing sheet is resticted i am unable to change the decimal factor! UNOPS Response:Since the BOQ / Costing sheets are in MS EXCEL. The evaluation team can see the exact digit in the formula bar against the rounded value. So if you submit your bid in MS Excel it will show the exact value in the formula bar and the evaluation committee will evaluate the bid for the exact unit rate you have quoted. Question:Can we submit Bid Bond in the form of Bank Draft / Pay order in favour of UNOPS in equivalent of Pakistan Rupees. If your response is yes than we will be using the conversion rate of 1 US$ = 140 Pak Rupees. So For Lot 1 and two each we will be submitting Bank Draft / Pay order of Rupees 1,050,000. Please confirmAnswer: Bid bond shall be in the form of bank guarantee on the template provided in the tender document. RETURNABLE BID SCHEDULE 2 FORM OF BID SECURITYBid Bond shall be in USD, we cannot accept it in PKR due to serious fluctuation in dollar rates. My question is which response is correct?????UNOPS Response:The last response is correct. i.e. Bid Security in the form of Bank Guarantee on the template provided by UNOPS in the tender document with the currency USD.

New clarification added: Question:In your response to various queries, you have stated that AEDB registration is mandatory, however in amendment it is stated that AEDB registration is not mandatory. Please note that installation of Grid Connected System without having AEDB license is illegal and doing so shall violate the NEPRA net metering regulation. It is therefore requested that the amendment may please be reviewed.UNOPS Response:Please note that the schools are off-grid and the solar power will not be connected to main grid therefore AEDB license is not mandatory Question: Your responses against two queries on the same matter i.e. currency for the bid security/ bank guarantee are contradictory. In one of your response dated 25/02/2019 we are allowed to submit bank guarantee in eq. amount of Pak Rupees, whereas in your response dated 28/02/2019 it is stated “Bid Bond shall be in USD, we cannot accept it in PKR due to serious fluctuation in dollar rates.” As you are aware that UN has official exchange rate for operational purposes which remains unchanged and valid for a month https://treasury.un.org/operationalrates/OperationalRates.php , so there is no confusion regarding exchange rate. Also please note that in previous tender we were allowed to submit bank guarantee in Pak Rupees. As you are aware that most of the local bidders do not maintain foreign currency account and the banks are also hesitating to offer guarantees in foreign currencies due to present financial situation in Pakistan, therefore, such restriction on currency of bid security will badly affect the competition. It is therefore requested to allow bank guarantee in Pak Rupees and state a clear instruction in this respect UNOPS Response:Please note that the UN exchange rates keep changing every month, Since the required bid validity is 3 months and the evaluation and award process takes more than a month therefore the UN exchange rates will not remain constant for the bid validity time. This is one of the reason that we favor bid security in USD. Question: Sir it is to confirm hard copy submission is important or online apply by e-sourcing is enough.UNOPS Response:Only online bids through eSourcing system would be accepted. Question: Based on your below appended response dated 25-Feb-2019, against our query regarding Bank Guarentee currency, we have already obtained BG in PKR which is irrevocable. Your new response against a similar query dated 28-Feb-2019 has put us in a difficult situation. I have copied both queries and UNOPS responses hereunder. Please advise. Kindly change this to equivalet in Pak Rupees as banks are informing us that the approval to give the bank gurantee in US$ is provided by State Bank of Pakistan and it may take a month period to obtain that approval. UNOPS Response:Please note that Bank Guarantee(s) is required in USD not in PKR. Banks in Pakistan can issue Bank Guarantees in USD. The deadline of bid submission is already extended till 6th March 2019 so still you have time to process Bid Security with Banks in Pakistan.

Your quotation is the sum of all the prices described in the previous ITB's BOQ." Although we haven't participated for Previouse ITB. Please confirm do we only need to quote 15 Meter Cable or 15 Meter each cable . that is , PV-PV interconnection -15 Meter ,Battery interconnections-15 Meter and so .Please confirm .2. Do we include the cost of DC Breakers ( for PV And Battery ) and Ac Breakers ( for AC input and Ac Output ) in the cost of Enclosure cabinet . Please confirm.3. Can we quote in PKR ? UNOPS Response!1- The bidder is needed to quote for a 15 metere cable - thats is an estimated number for the schools. The breakdown of the cables can be found in the "techncial specifications"2- Yes3- No- the bidder is required to quote in USD.

New clarification added: Question: Refer to BOQ for Both Lots ,Distribution borad complete Quanity mentioned is 93 . Each system should have a DB as it's also shown in drawings . Qty should be as per total number of schools for each typology. Please clarify.Refer to Same, Complete Distribution Board means all the Circuit Breakers and Switches? QTY of Breakers shown in the Electrical Drawings ? Should we consider those Quantities?In Rewiring , QTY pes school is mentioned in numbers for each typology . In typology 1 , Qty per school is 2 for 94 Schools and 5 for 13 Schools in typology 2 and so on. What does that mean?UNOPS Response! 1- UNOPS has conducted a survey of all these schools. These schools has DB (complete sets) already installed however, 93 for each lot is the number of DBs that needs replacement (very old, disfuntional, incomplete) . Rest of the schools DBs are functional and new2- Yes the bidder should consider the quantities mentioned in the drawings 3- 2* for 94 schools means, 2 quantity means one classroom and one varanda, the * means that since typology 1 is for schools with 1 to 3 classrooms therefore if its two classrooms schools then the quantity is 2 rooms + 1 varanda and so on. similarly, for typology 2 (4 classrooms) , the 5 quantity means 4 classrooms and 1 varanda and so on for the rest of the typologies.

New clarification added: Question: Due to the current security situation in Pakistan and with Pakistan's air space being closed, our personnel visiting from our overseas offices for finalizing the submission of this bid are unable to get to Pakistan, can we request an extension to the due date for this ITB/project. We would like to request a 2- to 4-week extension until the security situation in Pakistan improves and the Pakistan air space opens up again.UNOPS Response: Due to the very tight deadlines of this project and in order to meet the expectation of donor and local government we cannot extend the deadline of bid submission.

New clarification added: Question: The AEDB Certification is mandatory for Qualification? As the system and the inverter is not compliance to net metering? if it is mandatory, healthy competition will not be made because most of the Pakistan Solar Companies are working on PEC License and other certificates, AEDB Certification is not required generally in Tenders/installations in Pakistan. AEDB certification should be preferable not mandatory. UNOPS Response: AEDB certificate is mandatory to meet the Eligibility requirement of this tender. Based on our experience in last tender, we believe that it will not limit the competition Question: Refer to Returnable Bid Schedule 6.1 (Format for CVs/Resume of Proposed Key Personnel), it is to Enquire whether we should provide the CV's in our Own Format showing all the particulars required by UNOPS or is it mandatory to provide the CV's of the Proposed Personnel in the Format provided by UNOPS as it will save a lot of time in Preparing the Bid?UNOPS Response: CVs on your own format is acceptable as long as it contains all the information required by UNOPS. The purpose of Bid Schedule 6.1 (Format for CVs/Resume of Proposed Key Personnel) is to make sure that bidders provide all the information of their proposed personnel in accordance with the evaluation criteria; missing information in the CVs on your format will waste the time of evaluation committee and bidders in clarifying information; that can possibly lead to disqualification of bid. A total of minimum 100 sites in maximum 3 projects is required.For example:· One project of minimum 100 sites OR· Two projects where the combined number of sites is minimum 100 OR· Three projects where the combined number of sites is minimum 100Shall be considered acceptable (as long as the power generated for each site is min 2 kW). My question is why the restriction of only 3 projects has been put in place for completing 100 sites of 2 KW each. 100 sites could be completed in 100 projects of 2 KW or above each. This seems to seriously restrict competition. My request is to kindly review and change this condition so as to enable all companies meeting the criteria to compete in the tender UNOPS Response: This is a multi-site Solar Project, where the contractor will have to manage logistics operation and works execution on scattered project sites. Therefore contractors who have similar experience can timely complete the project. In our last tender the criteria was 150 sites in 3 projects with 3 KW. For this tender the criteria is relaxed to 100 sites in maximum 3 projects with 2 KW.Considering the complexity of the project, we cannot further relax this criteria.

New clarification added: Question:"UNOPS is only liable to pay for the number of watts mentioned in the BOQs against each typology" .Let's suppose If we use 300W Mono , then number of panels can be reduced to 9 Panels in Typologhy 1 and similarly for other typologies? Watts mentioned will be same but due to larger size of number of panels may be reduced. Please confirm?UNOPS Response! The bidders are free to choose any size of panels 256 watts or above... yes the number of panels would naturally decrease this is absolutly acceptable. UNOPS however will not pay for the small difference of watts and will pay only for the watts mentioned in the BOQ.

Khan and Tank districts of KP province of Pakistan. Case No. [ITB/2019/8399.].We need to know as this subjected tender is for Tank & DI Khan only, so can we change the subject by ourselves or we need to get revised document from UNOPS? UNOPS Response! Please change the subject according to the ITB requirment i.e. change it to Tank & DI Khan only. A revised document from UNOPS is not required.

Yes it is required for the reason that the goverment department (our client) would at any time during the project or after, need netmeetring and the contractor of the solar plants would be asked to do that as well. AEDB can allow netmeetring on a single phase system if asked by the goverment.

New clarification added: Question: A month ago United Nation has launched similiar scheme for about 600 schools. If the visit undertaken for that project for same schools / districts is considered to be valid for this tender also UNOPS Response: Yes, if the bidder has already visited schools in those districts for the previous ITB. Those visits would be considered valid for this ITB as well. Please provide the visit certificates when submitting the bidding documents.

New clarification added: Kindly note, that In the tender particular, inside the paragraph "Additional Information", it's indicated 16 panels for Typology 3 and 20 panels for Typology 4, This is a typo mistake. The typo mistake has been noticed again in the document called "Design doc 1 - Basis for design" at page 8 of 14.Please be informed that the correct number of panels (as indicated in BOQs or designs) is in the order of 10, 12, 14, 16 for typologies 1, 2 ,3, 4 correspondingly.
