CALL FOR EXPRESSION OF INTEREST (EOI)

Terms of Reference (summary):

ITC is seeking an experienced survey company to implement large-scale company-level surveys in Ghana on Trade in Goods (Component 1) and/or Trade in Services (Component 2). Potential suppliers with experience in the implementation of representative company-level surveys, experience in and knowledge of Ghana and with a strong commitment to respect practices for the profession and strict confidentiality of the process should express their interest.

Component 1 - The company-level survey on Non-Tariff Measures (NTMs) is based on a pre-defined methodology and questionnaires developed by ITC. A uniform survey methodology is applied across countries. Surveys are conducted by local interviewers in the local language. The main objective of the survey is to capture the business perceptions on NTMs and other obstacles to trade at the product and partner country level. The survey shall be sector and country representative. The distribution of companies by size should be taken into account in each covered sector.

Component 2 - The Survey on Obstacles to Services Trade is based on a pre-defined methodology and questionnaires developed by ITC. A uniform survey methodology is applied across countries. Surveys are conducted by local interviewers in the local language. The main objective of the survey is to capture the business perceptions on burdensome obstacles related to the delivery of services to foreign clients as well as its purchase from foreign suppliers. The data collection effort shall be by service activity, partner country and typology of obstacle faced. The distribution of companies by size should be taken into account in each covered sector (IT, transport, tourism).

For both components, this assignment will include: (a) identification of an adequate business/export register for the sample definition; (b) contacting and interviewing companies based on a pre-defined methodology and questionnaires, including phone screen interviews and face-to-face interviews; (c) data compilation.
