Re-Tender Provision of off-grid systems in three Governorates in Republic of Yemen for 16 Facilities - copy

New amendment added #3:  The Amendment # 3 is issued to explain UNOPS role in relation with support to deliver goods within this ITB that are   under restirction list: UNOPS can provide the awarded supplier with necessary support to deliver the goods under restriction list through obtaining required approvals from EHOC and deliver the goods either to Hodeidah or Aden ports via Log cluster, the supplier should retake the responsibility of the goods at the designated port and delivered to the final destination. However, the suppliers can also deliver the goods to Yemen via Salalah Oman without UNOPS intervention to any place in Yemen.All other terms and condition of this tender remain unchanged.

New amendment added #2: This amendment # 2 is created to extend the timeline submission and also to add the Pre Bid Minutes of Meeting under the Document Tab. 

New clarification added: Q. 1 we did not see any information whether the requested 10KVA inverter is single phase or 3 phase in the technical specification and even on the drawing not mentioned, so please advise where we find this information. UNOPS Reply: kindly note that all invertors required in the three categories are Single phase 10 KVA type. However, for CAT 6, it is required to provide 3 numbers of single phase 10 KVA inverter as per the SLD. of single phase 10 KVA inverter as per the SLD.Q. 2 Are you able to provide us with the meeting minutes held on December 31st?UNOPS Reply: Added in the Document Tab.Q.3. we have noticed that there is no section that mentions anything about the cable Tray. UNOPS Reply: Please refer to clause 4.8 in the scope of works. Cable trays should be included in  the pricing of the cables related items Q. 4.some companies did not provide the quotations that we have asked because of the Christmas holidays, so can we ask you if there is any possibilities to extend the deadline for this tender at least for one more week. UNOPS Reply: It will be extended for another weeks, so please refer to the new time line for closure date.Q. 5 The solar panels mount structures according to the tender's doc is very oversized/exaturated and will be very costly! Please review them and advise weather we should stick to it or there is some kinda mistake?UNOPS Reply: Please stick to the provided design of the mounting structureQ. 6 For those who missed the Meeting held on December 31st, can you please send the meeting mintues?  UNOPS Reply; It will be extended for another weeks, so please refer to the new time line for closure date.Q. 7 Your solar systems categories designed have not configured from one manufacture. The inverter and solar controllers are different brands which they will not include the following features:Synchronization  data between inverters and solar controllers.Set the priority from solar, batteries & grid.Monitoring the Solar array power generation “As the tender specification required”I’m sure you are looking for the sustainability of the system to have the full functionality and long life expectation though you must reconfigure one of the below two points to make us submitting our technical proposal from one solar inverter & controllers manufacture:Lower the VOC of the solar controllers and rearrange the PV strings numbers.Otherwise, please make it flexible to let us configure our technical proposal with two or three inverters in one single phase to reach the 10KV. As it’s not affecting your scope of work and higher functionality of system.Or any other suggested points from your side! to make the solar controller & inverter specifciations from one manufacture!In the end, yes we are suppliers but also we are looking to maintain this grant for our community as it’s going to be installed in HC’s, though please read carefully and  highlighted my above points.  UNOPS Reply: UNOPS did not specify branding for the required products, Thus they can be all from one Brand/factory or otherwise. the proposed products should meet the required specifications in the tender as minimum. As per the investor capacity, please stick to the provided design and specifications

New clarification added: Q. 1 Can we use three phase 10KVA inverter instead of single phase 10KVA you requested since most of the 1 teir inverter manufacturerdoes not manufacture the single phase 10KVA Inverters.UNOPS Reply: Please stick with the technical specifications in the tender and it's requirement, any deviation won't be accepted. 

New clarification added: -Is it acceptable to provide solar panels of 325w capacity and the quantity of solar panels will be calculated according to the total capacity required in the tender(Bidder shall commit to the size and specification stated in the schedule of requirements)-What about Mounting Structure, it is not mentioned in the BOQ we have amend it.-Please confirm that Incoterm for this project is DAP (incoterms 2010)?Tendering will be resulted of works contract, so bidder is responsible for delivery, installation and risk. UNOPS is responsible in supporting exemption letter for custom clearance purposes.- so we for Goods it is DAP including unloading.-Question: Please specify the BOQ for mounting structure(we have amend the BOQ)-Question: We have been notified that imports of solar panels and other accessories related to solar system is banned by coalition forces and needs special permissions. Can you arrange for such permission or can we ship goods under UNOPS just to make sure no issues at customs entry points?UNOPS will not provide any logistical support except of TAX Exception letter for custom clearance purposes.-Question: Is there a chance to extend the deadline?No chance to extend the deadline;-Question: we would like to request to fix date and time to have a video discussion regarding the clarifications on this specific RFQ.No chance to have new video meeting. We already had a meeting on Monday 31, December 2018 as announced with the bid.-Question : Kindly could you please provide us with the days of completion the project.4 months from the Commencement Date.

New clarification added: -please clarify what is the power factor value that you use to convert from kva to kw?The value is 0.8.

New clarification added: - Can we use more than one inverter in parallel to achieve 10KVA?(Bidders should use 1 inverter units for single phase facilities, while for three phase facilities bidders should use 3 X 10 kVA with the required accessories for paralleling)- Can we use built in solar charge controller(Built in charger controller is not acceptable)- Should the charge controller be 300V DC @ 100A? or we can use smaller size but more numbers?(No, bidders should meet the required voltage and capacity for each component)- Is there are more details about required lighting protection system? (Briefly the system composed of: Lightning in arrester, Bare cables and Earthing pit, accessories) - Where can we find the "technical specification" for items like battery inverter, charge controller, batteries, and DC combiner? It is mentioned in the BOQ - Lot files: "as per DWG & technical specification".Where can we find the detailed specification for the required items? ( Technical specification of all equipment is detailed In Term Of Reference (TOR) document, under paragraph #4)
