TERMS OF REFERENCE FOR SERVICE CONTRACTING

 

 

Assignment: Entering into a Long-Term Agreements (LTA) for Translation and Editing.

 

Location: Amman-Jordan

 

Duration: 12 months with the possibility to extend for another 12 months depending on the performance evaluation.

 

Reporting To: Communication Specialist.

 


1.         JUSTIFICATION/BACKGROUND

UNICEF requires high quality translation of publications, reports and documents from Arabic to English and vice versa to support its research, advocacy and implementation of programmes for the well-being of children in Jordan.

 

In order to minimise the tendering process for every translation assignment, and increase cost efficiency, a Long-Term Arrangement (LTA) is proposed with companies/individuals to meet the needs of the office for twenty-four (24) months.

 

2.         OBJECTIVE AND TARGETS

To produce high quality and timely translation of publications and documents supporting UNICEF’s advocacy and programmes for the well-being of all children in Jordan.

 

3.         SCOPE OF THE WORK (WORK ASSIGNMENT)

  • Translate reports, publications and other advocacy and communication materials from English to Arabic and/or Arabic to English as requested by UNICEF.
  • Undertake translation of documents /texts with specialized language as per guidance from UNICEF (e.g. Technical, Legal and medical).
  • Ensure that the translated text is linguistically and grammatically correct and error free, and that it meets the standards coherent with the UNICEF Style book.
  • Provide additional services to rush jobs in the office as and when needed, particularly in relation to major publications with tight deadlines and launch dates.
  • Incorporate any and all amendments made by Unicef JCO to the translated text.
  • Incorporate any and all last-minute changes/corrections to major UNICEF and other publications, as and when requested by UNICEF JCO.
  • Contractor must observe absolute confidentiality and refrain from divulging any information about the content of the materials translated/ provided.

 

4.         EXPECTED DELIVERABLES

            High quality and timely translation of publications and communication materials as request by UNICEF

 

5.         REALISTIC DELIVERY DATES AND DETAILS ON HOW THE WORK MUST BE DELIVERED

  • Contractor to provide text treatment (light /heavy editing, proof reading and translation) services to UNICEF, upon request, in Arabic or English.
  • Contractor to return the treated text (edited, proof read) to UNICEF electronically (in PC format) with a copy to the communication specialist.  

 

6. Payments processing

  • UNICEF will issue purchase order for every assignment including summary of the work to be undertaken, time frame, and estimated cost - prior to the commencement of each job.
  • Contractor to sign the purchase order issued by UNICEF JCO - prior to commencement of work on each assignment.
  • Fees will be payable based on the purchase order, the agreed rates, and contractor's invoice upon satisfactory completion of each job.

 

6. PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS

Each assignment will be evaluated and comments will be sent by e-mail or telephone conversation to the contractor after reviewing each job.

 

7.         FREQUENCY OF PERFORMANCE REVIEWS

The translator will report directly to the Communication specialist, who will review the contractor’s performance in consultation with different sections.

 

8.         STRUCTURE AND EVALUATION PROCESS OF THE PROPOSAL

Each proposal should include a technical and a financial proposal that should be submitted as separate documents. In addition, a list of samples of translations should be submitted as part of the technical proposal.  

  • The Technical Evaluation Team will review the technical proposal, including legal registration, experience, quality of samples and delivery time and might conduct a written test with potential companies or individuals.
  • Only companies/individuals passing the technical evaluation will be recommended for financial review and evaluation of financial offers.    
  • The proposal/s obtaining the overall highest score after adding the scores from the technical and financial reviews will be recommended for award of the contract.

 

Financial Proposal:

The financial proposal should include a price list as per the template provided in Annex2:

10.       UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE

Based on quality of deliverables satisfactory response by the consultant, UNICEF will judge whether initial TOR have been met, otherwise payments should be withheld.

 

11.       CONDITIONS

  • The contractors should have their own equipment, and office resources and materials in the execution of this assignment. The contractor’s fee shall be inclusive of all office administrative costs
  • All persons engaged under a UNICEF service contract, either directly through an individual contract, or indirectly through an institutional contract, shall be subject to the UN Supplier Code of Conduct: https://www.ungm.org/Public/CodeOfConduct.
