Request for Proposal for the Provision of Yoma Bank Agri-Business Finance Program Evaluation in Myanmar

New clarification added: Dear Sir/ Madame:Mekong Economics Ltd (MKE) intends to submit our Proposal for the Provision of Yoma Bank Agri-Business Finance Program Evaluation in Myanmar RFP/2018/6564. We are writing to ask for your kind clarifications on the following issues:Was a baseline or mid-term survey conducted for this project? If so, will it be possible for the consultant to obtain the results for preparing proposal?Ans: The project did not have the component for baseline, mid-term and end-line survey. But the project do provided monthly report on the activities progress. We can share with our potential suppliers after submitting the proposal.Will the (agricultural machinery) dealers be able to provide a full list of a) all of their customers (not just project customers); and b) their lending and repayment history - this information will prove critical in sample selection and as a stand-alone databaseAns: The machinery dealers can possibly only provide AFP customers through Yoma Bank. Majority of equipment dealers would not like to disclose their clients information in detailed. The success supplier can talk, discuss and request LIFT-Yoma AFP team on this. For final sample selection can propose/discuss with LIFT and AFP team.Also, will the client be able to provide:A list of all of the Yoma Bank branches participating and not participating in the project (including their location and areas of coverage)Ans; Will provide the list of Yoma Bank branches working with AFP. (list of all yoma bank branches and coverage area can acces/enquiry through their yoma bank website  https://www.yomabank.com/branches.php )Access to Yoma bank loan details for all “with project” borrowers, and ideally for a control group of “without project” borrowers for similar agricultural equipment loans (including 48 months pre-project). This is essential to prove the loan “additionality” of the project (“fungibility issue”).Ans: Potential/chosen supplier can access to the information through Yoma AFP team.Kind regards,UNOPS

We are writing to ask for your kind clarifications on the following issues:The RFP and the Tender Particulars tab say Form E (Proposal Security Form) and Form I (Statement of Exclusivity and Availability) are not required. But in the tab Document Checklist of the Vendor Submission in the UNGM Submission Portal, both Form E and Form I are listed as mandatory. Please confirm that we can submit our Proposal without Form E and Form I.Ans: These two documents are optional.
