New clarification added: Question (20): How do you want us to send section 2 schedule of the requirements for the reference :RFQ/2018/6149 and the other excel sheets to your office?Answer (20) : No hard copy should be handed to UNOPS office, All submission should be done electronically via eSourcing

New clarification added: Question (19): Re: Lot-2Line Item #1:Removing, dismantling, transporting, and handling the existing lighting luminaire including its accessories (If required, will include lighting poles and foundations) to Sana’a Municipal....etcOur question is: Shall we put our price for this line item considering that we will remove the poles and foundations or not? it shouldn't be an option here. it is either you require the contractor to remove the pole and foundations or not. Answer (19): An Amendment now is made In Document name ( LOT 2 Sana'a BOQ) changes were made and highlighted in Item 1 and 3.1 now its named (LOT 2 Sana'a BoQ Revised 28 October 2018)

New clarification added: Question (17): For double arm poles, you requested SCC to be Dual load version; would you accept an individual SCC for each arm luminaire and batteryAnswer (17): Yes, this should be accepted Question (18): هل تركيب وتوريد الاناره في شوارع عدن وصنعاء يشمل تمديد الكابلات المغذيه بلكهربا للكشافات او بدون كيبلات Does the supply includes the cabling to the existing Poles?Answer (18) : NO cables are required but there will be individual DC earthling system per each lighting poles.

New clarification added: Question (15):In Section: Technical Specifications:You mentioned thisIntegrated system, all in one design including PV modules, LED lamp, storage system and charge controller, PV panel and batteries shall be assembled together in an integrated functional manner in into single enclosed housing.Which means all of all (LED, battery, solar panel, charge controller... etc.) are combined together in one integrated product. However you mention this In section: Minimum required standards/ specifications:Part 7 Mechanical Hardware:Metallic frame structure to be fixed on the existing pole to hold the PV module.The frame structure should have provision to adjust the tilt angle between 0 to 45 degree.The all in one enclosed housing should be water proof and should be painted with a corrosion resistant paint. Which means PV panel is separate and should be installed separately. How is that an all in one integrated product? Please clarify? Answer (15): The Solar street light should be all in one, while the bracket that is carrying the system should be fixed on the existing pole with adjustable tilt angle Question (16):If you accepted PV panel to be installed in a separate metallic mounting structure, then would you accept battery or batteries Sub-system to be in a separate enclosed housing with SCC which is IP67 Anti-theft—Steel box accommodation for battery fixed high up on the pole with screw? Or another option is buried underground?Answer (16): Such solution will not be accepted

New clarification added: Question: (14) :With Ref to Clarification reply to Q9 from you as shown belowAnswer (9): UNOPS will determine the luminaire brightness level for each period and exact operation hours in a later stage. However, you already specified and determined in your Schedule of requirements that the system shall operate from dusk to dawn as below:In Section: Technical Specifications: A Solar PV powered Light consisting of LED luminary (LED + Driver) along with solar PV module(s) and battery of given capacity, necessary control electronics-inter connecting wires /cables, module mounting structures and brackets to operate the load for dusk to dawn In section: Minimum required standards/ specifications: Clause 2- Duty Cycle:The LED solar street lighting shall operate from dusk to dawn. Accordingly, from Dusk to Dawn in the winter is 12 hours, the LED luminaire will run for 12 hours consuming 960WH at 100% brightness capacity or 720WH at 75%, but generated power from a 130W PV module Only 676WH in a totally sunny day, in a cloudy day generated power will be less, please revise this? or Give us a fixed response to this:DO you want the Luminaire to run from for a MINIMUM12 HOURS at least @ Maximum Capacity %100 brightness in 1day operation and after 6 hours of charging? YES or NO? DO you want the Luminaire to run for MINIMUM 12 HOURS @ Capacity %75 brightness in 1day operation and after 6 hours of charging? YES or NO?DO you want the Luminaire to run for MINIMUM 12 HOURS @ Capacity %50 brightness in 1day operation and after 6 hours of charging? YES or NO? Answer (14) : As discussed earlier, the exact brightness level for each period will be determined in a later stage, however the preliminary study was based on 2Hrs 100% load, 2 Hrs 75% load and 7 Hrs 50% load

New clarification added: Question(11): notes on BOQ:* Sana'a :1-old poles + new poles= 21502- solar LED (2*80W)+ 1*80 W= 1030NOUMER OF POLES THAT WILL BE WITOUT SOLAR LED = 1120 and this is great quantity , that will be effect on the quantity of project.* Aden :1-old poles + new poles= 10232- solar LED (2*80W)+ 1*80 W= 113NOUMER OF POLES THAT WILL BE WITOUT SOLAR LED = 10 Answer (11)…Sana’a:1-old poles + new poles= 2150 (this is wrong summation of total number of Poles,Solar LED (2*80W) will be installed on 880 poles ( note : double light in one pole)Solar LED (1*80W) will be installed on 150 poles (note: single light in the pole)The total poles are 1,030 poles (Double + single )2- solar LED (2*80W)+ 1*80 W= 1030 (these are the total number of poles that will be used to install the new LED street lights Double + single)NOUMER OF POLES THAT WILL BE WITOUT SOLAR LED = 1120 and this is great quantity , that will be effect on the quantity of project. New clarification added: Question (6): The system is very unreasonable at all, if supplier/manufacturer do exact same as the requirement of data sheet, there will be a lot of problem, UNLESS supplier for this project PLAY GAMES on the data sheet, So, pls let us know your reply and please extend the closing date?Answer (6): dear supplier this tender has been based on a study and a market survey therefore we hope to receive your offer as specified on the tender. Tender’s date has been extendedQuestion (7): As you know such battery will be more than 15KG and voltage size is very big, normally on market the max power of battery is only 70AH~80AH 12.8V, there is no enough space inside of light, if there is big space, bigger battery should be put into. And now UN ask for doubled battery size, how can we make it, it is very unreasonable? Answer (7): We carried out a market survey and the battery size can be achieved, while for the double arm system two batteries can be integrated either in one or two enclosure. Question (8): I have a query about submission, Shall we submit our technical and financial proposal via eSOURCING or can we submit them by hand?Answer (8): Your offer shall be submitted via eSourcing . Question (9) : With reference to requested Solar street lighting in your specifications you specified a system with (1x80W) LED lighting source, (130Wp) PV module, and 140AH Battery bank (12.8V).According to your required specs, given that in winter the LED luminaire will run for 12 hours, thus consuming 960WH at 100% brightness capacity or 720WH at 75%, while the generated power from a 130W PV module Only about 676WH in a totally sunny day, in a cloudy day generated power will be even far less and hence it is not practical nor follows any international standards, please revise this?Answer (9) : UNOPS will determine the luminaire brightness level for each period and exact operation hours in a later stage Question (10): Will you please extend the submission date at least 1 week as we still need some time to get the response from the manufacturer for the related products?Answer (10): Deadline is extend to final Date 4th of Nov. 2018

New clarification added: Question (4): please can you recheck if the Integrated Solar LED Street Light can have Biult-in140AH Lithium Battery because none of our supplier can offer us with this much big battery kept compact in Solar Led Light System.Answer (4) : The battery size was selected carefully and after conducting market surveys, the selected battery can be integrated within the system Question (5) : Under the specifications for Battery, the tender document stated the following:-..........and it shall fulfil below specs: I. Rating shall be not less than mentioned in the above sizes or any other rating that fulfil the duty station conditions Could you please clarify this part; "or any other rating that fulfil the duty station conditions"? What does "duty station conditions" refer to?Answer (5) : The battery size rating should be as stated in the specifications and it shall be capable to operate in Yemen conditions
