Annex B – TOR/SOW
- Section 5 Point 4 “Real-Time Troubleshooting” - Is English an eligible language for providing support? Must the Institution be able to provide this support in Portuguese and French?
When the document (tor, inception report or evaluation report) is in English or Spanish, the feedback must be provided in the language of the document. If the document is in French or Portuguese, the feedback can be provided in English, otherwise in the same language as the document.
- Section 6:
- do you still expect the kick-off mission to occur in the 1st week of November?
Kick of mission can be coordinated within November or early December
- Should bidders include travel costs and DSA for its project manager to participate in this mission?
The only mission will be the kick of mission to Panama. Please include this in your proposal.
- Section 9 lists components for technical and financial proposals. Three references are made to “with a pre-established template”:
- Could you please share the pre-established templates that will be used for reviewing evaluation products?
The pre-established templates mentioned will be shared after the contract. Both proposals have to be submitted in separate documents. The financial/economical proposal template can be found on page 11 of the same document.

By this means UNICEF LACRO informs you that it has issued the Request for Proposal LRPS- 2018-9143000 for the consulting of “Regional Evaluation Quality Assurance and Ethical Review System”
For this reason, this office invites your company to participate in this request. We appreciate you send us your proposals before October 14 at 11:59 pmm and also send us with your proposal page 3 of this signed document. We warn that mail received after this time will be considered void. We appreciate also do not send your proposal to any personal email from UNICEF. Doing so would result in a penalty and your proposal
I would be disqualified.
Additionally, we are enclosing a form to create your company as our supplier. If you do not you have filled out this form and we invite you to do so to create it in our system. Please fill in the fields where It is shaded in yellow. Along with this document we require you to send us a bank proof (cancelled check or bank account statement where only the number and name of the bank account where they would be made appear
the payments. This requirement is paramount since it ensures us to send the ACH to the correct account and bank of the provider no error.
We inform you that from the date until September 30 will open a period of questions and answers. On October 05, a general mail will be sent to all interested parties answering the questions.
