Dear Sir/Madam,

Kindly find below the minutes of the pre-meeting that was conducted on 26 Sep 2018 @10:00am;

UNICEF welcomed all meeting participants, then briefed all bidders that the purpose of this meeting is to help bidders to fully understand the key requirements in the LRFPS.

Please find below points which were raised by vendors;

  • Financial Statement (approved by legal auditor) for last 2 to 3 year (2015,2016,2017) is one of the most important criteria. Companies with weak financial statement will not be considered.
  • Vendor should provide the financial statement/Bank Statement of their company.
  • Vendor should provide an Bank account with the name of the company not individual bank account.
  • ITB number should be reflected in the subject while submitting the offer to UNICEF.
  • If the company scored for technical evaluation below 60 points , UNICEF will disregard the financial offer.
  • The contracts duration is not to exceed 60 colander days.
  • Based on TOR companies Must submit financial proposal for all location (4 Lots/Group), companies will be awarded only 2 LOTs.
  • Only construction companies should apply for this bidding, general trade companies will disregarded.
  • UNICEF recommended that a site visit is required by the companies in order to know how will implement the work.
  • Companies are obliged to submit their offers for all 4 lots in the BOQ and UNICEF has the right to split the award based on location.
  • Company should assign a specify qualified engineer (field supervisor) at each site. Company should also have one qualified focal point for all communication with UNICEF.
  • The company qualified engineer at the site should present in the implementation stage.
  • Payment will be processed by UNICEF within 30 days of submission of invoice.
  • Companies should provide a project time line/implementation gnat chart along with their proposal.
  • Companies should reduce (ZiP) the size of their files when they submit the offer to UNICEF, if the file size is more than 20 Mb.
  • The BOQ had 2 schools that were repeated.
  • The technical evaluation and BOQ (Annex C & D) needs to be revised as there are some mistakes in the. Please find revised Technical evaluation and BOQ.
