A. BACKGROUND

 

1. United Nations Development Programme

B. PROCUREMENT OF CIVIL WORKS  

 

2. Objective

 

The UNDP Global Fund Programme (GFATM) announces a pre-qualification of civil works construction firms and joint ventures to Expression Of Interest (EOI) for the construction/rehabilitation works of the following fifteen (15) Healthcare Facilities (HFs) divided in three (3) lots:-

 

a.        Construction of eight (8) Voluntary Confidential Counselling Centre/Antiretroviral Treatment;

b.        Construction of two (2) Regional Blood Banks;

c.       Construction of one (1) State Medical Stores;

d.         Rehabilitation/Construction of four (4) Store Rooms.

 

 3. Participants

 

Prospective local, regional and international Contractors are invited to participate in the Invitation for Expression of Interest (IEOI).

 

 

4. Evaluation and Eligibility

 

 

4.1   Clarification of EOI: To assist in the examination, evaluation and comparison of EOI the procuring UN entity may at its discretion ask the Bidder for clarification of its EOI. The request for clarification and the response shall be in writing and no change in substance of the EOI shall be sought, offered or permitted.

 

4.2   Preliminary Examination:

 

4.2.1   Prior to the detailed evaluation, the Purchaser will determine the substantial responsiveness of each offer to the Expression of Interest (EOI). A substantially responsive offer is one which conforms to all the terms and conditions of the EOI without material deviations.

 

4.2.2  The Purchaser will examine the EOI to determine whether they are complete, whether any computational errors have been made, whether the documents have been properly signed, and whether the EOI are generally in order.

 

4.2.3  An EOI determined as not substantially responsive will be rejected by the Purchaser and may not subsequently be made responsive by the Bidder by correction of the non-conformity.

 

4.3 The minimum evaluation (short listing) criteria are as follows:

minimum 5 years  construction industry/sector

Qualification of Engineers

minimum 5 years experience in the relevant field for qualified Engineers and technicians, please provide CVs

Company structure and organization/equipment

Provide company profile with organigram, type of staff

Financial Status:

Provide records of annual turnover for 2007 and 2008;

Please indicate quick ratio for 2007 and 2008;

Please state value of 4 contracts undertaken in the last 2 years; Certified audit reports.

4.       The Pre-Qualification documents must be delivered to the above UNDP Sudan Khartoum office, Garden City premises, Building # 290, P.O. Box 913; 11111 Khartoum on or before 12:00 hours (local time Khartoum/Sudan) on Feb 24th, 2010. Late EOIs shall be rejected. EOI sent via fax or email will not be accepted.
