UNOPS hereby invites your company to bid for the supply of Remotely-Operated Vehicles, Spares and Associated Services for multiple destinations worldwide. UNOPS wishes to establish non-exclusive Long Term Agreements (LTAs) with one or multiple vendors.

Can you please verify that this sheet has been amended correctly? or send out a new excel sheet?UNOPS Response: For the rows you feel there is a double entry, at the time of bid preparations please insert as text “The same as row XXX). Question: Ref. The ITB_Section II Schedule of Requirements_Form C and D Preliminary Technical and Financial Bid Forms amended version.4. Technical Criteria-LOT 3 Requirement for Catalogue pricing are not listed. Should this be added to the specification for this LOT?UNOPS Response: Please refer to checklist section, a placeholder for catalogues and list price is added for each lot separately meaning that it is required for all lots.Question: Ref. The ITB_Section II Schedule of Requirements_Form C and D Preliminary Technical and Financial Bid Forms amended version.5. Technical Criteria-LOT 4 Requirement: § 5.4 Battery Charger shall be 220V AC. An additional capability for charging batteries through a standard 12V DC vehicle cigarette lighter socket shall also be included. Since this is a heavy duty ROV it doesn’t make sense to charge the ROV via the cigarette lighter socket with 12 V. Heavy duty ROVs will normally require a larger battery source and/or power converters to charge the batteries of the ROV. If the vehicles planned for transporting this heavy duty ROV is equipped with power outlets for charging ROVcfreate a pricing models with charging power capacity, it would be possible to provide a power converter for vehicles instead of supplying cigarette lighter socket chargers. Can UNOPS accept a supply of a sufficient charging mechanism based on the potential transporting vehicles own power source system? UNOPS Response: We do not know which type of vehicle will be used to transport the heavy duty ROV and if it will be equipped with power outlets, hence the requirement for a cigarette lighter socket charger initially. The option for a power converter for vehicles can be included under: 14.3 Catalogue and price list for all available optional additional equipment.Question: 1. Ref Pricing. To able to create a realistic pricing scheme for supplying ROVs with the necessary mounts for disrupters, anticipating that UNOPS/UNMAS has multiple and different types and model of disrupters already in stock/operations, it would be appreciated to get a requirement for a range of disrupters that potentially shall fit the ROVs mounts for disrupters, ex. Name, type and model. Then we can calculate a price relevant for your requirement to attach a number of different disrupters or we can "just" implement pricing for mounts for disrupters offered in Item 2 of each LOT.UNOPS Response: Each lot comprises Item 1 (ROV) and Item 2 ( Disruptor/de-armer) . The bidder shall provide disrupters/de-armer adapted to the ROV they offer for each lot. Therefore, pricing should be for the disruptor mounts offered in item 2. Question: 2. LOT 4 §6.1 " claw/gripping tool with a 5 axis - 360° rotation capacity" Can you please elaborate on this statement? Especially 5 axis on the claw/gripping tool which is normally 3 axis plus 360 rotation capacity.UNOPS Response: A 5-axis claw gripping tool should move across the X, Y and Z linear axes as well as rotates on the A and B axes to approach the target from any direction

New clarification added: Question: With reference to disruptor requirement 2.2 (Lots 1-4), does the Authority currently have a suitable disruptor stand in service which meets the 2kg maximum weight limit? For stability/safety reasons, most lockable, articulating disruptor stands for recoilless disruptors weigh considerably more than 2kg (some over 5kg). Alternately, would the authority consider removing or increasing the maximum weight of the disruptor stand? UNOPS Response: There is currently no lightweight disruptor stand in service with UNMAS. The fact that the market standard norm is considerably heavier is acknowledged , but there are differing aluminium/ titanium lightweight stands on the market that are under the required minimum weight. Normal disruptor and stand can be up to around 8 kilos combined and when carried with a line, ECM, detector, search kit etc, it is a considerable burden to the EOD Operator , hence the requirement for a light weight stand. Maximum weight shall remain 2kg and cannot be changed. Question: Section 2.4 on Lot 2, and on Lot 3, states the ROV "shall be able to fit in a durable transport case", but it is not clear that a case must be supplied. Is a case required as part of the submission for Lot 2 and Lot 3? UNOPS Response: Yes, the case is required and should be part of the supplier’s submission Question: In Amendment 2 Schedule of Requirements, the update regarding red or green lasers for the disruptor (Line Item 2.3) was made in Lot 2, however, it was not included in Lots 3 & 4. Should the bidder assume the requirement has changed in Lots 3 and 4 as well. UNOPS Response: Please refer to the excel file (amendment 2) all the sheets reflect this change, meaning the colour update applies to all lots. Question: As it is intended for future use, can UNOPS please confirm when the Catalogue and Price List for the disruptors (indicated in requirement 2.5 for Lots 1-4) is requested? Is this requested with delivery of the ROVs or with submission of the tender? UNOPS Response: The catalogue and price list should be part of the bidders submission. A placeholder has been already created for this.

New clarification added: Question: Should the bidder separate the technical tabs for each lot when uploading to the esourcing portal, or do you prefer the bidder leave the excel sheet intact and just upload the one file in each location?UNOPS Response: Either way is OK. UNOPS has no prefrences.Question: Should the pricing tab be removed from the technical portion and uploaded separately in the pricing section.UNOPS Response: Yes, if possible. The price form should be uploaded under financial/price tab.

New clarification added: Question: Is it UNOPS’ intent to award a non-exclusive LTA with one or more vendors in each lot category?UNOPS Response: The award will be made per lot to one or more than one vendors.Question: Our company is a wholly owned subsidiary of a Parent company. Our financial books and records are audited as part of the overall annual financial audit. However, audited financial statements are only created at the parent company level. Are the audited financial statements of our parent company sufficient for this Tender?UNOPS Response: The parent company's Audited Financial Statement will be sufficient only when you can establish a clear link between the two companies.

New amendment added #2: Please note the following amendments to Form D (Technical Specifications).Lot One and Two Section 2.3 is amended to read as “Device should feature powerful green or red lasers with automatic time out. Zeroing shall be quick and easy”Lot Three Section 7 is amended to read as “Devices must feature powerful green or red lasers. Zeroing shall be quick and easy. Mounting Bracket should be able to tilt and rotate”. Lot Four Section 6.2 and 7.1 is amended to read as “The arm must be fitted with a powerful green or red lasers and a distance measuring sensor. Zeroing shall be quick and easy. Motorized turret should be able to tilt and rotate”. All the changes are shown in red font in Form D (Excel file). Please make sure you use the amended version for your submission.

New clarification added: Dear Bidder,Thank you for submitting the request for clarifications. Please see our response below:Questions: Lot 2, Section 6.1 – Could the authority please expand upon the drag requirement? Please articulate the desired 80kg object and what driving surface is to be used for validating this dragging requirement. UNOPS Response: There are no specific targets – all terrains (desert prevalent) are OK.Question: Lot 3, Section 6.1 – With regards to the 20kg lifting capability it is commonly required to lift such objects while the robot claw is reaching forward into a confined area (e.g. inside a vehicle or other compartment). Such manipulator scenarios affect robot stability and therefore impact ultimate lifting capability. Would the authority please indicate at what forward distance the claw must be acting when performing this 20kg lift? UNOPS Response: Full extent. Question: Lot 2, 3 &4 Section 5.2 The requirement currently reads: “Two quick-change spare battery set(s) for extended operations of up to 6hrs shall be also provided.” Does the authority mean: “Two quick-change spare battery set(s) for extended operations of a minimum of 6 hrs shall be also provided. UNOPS Response: YesQuestion: Lot 1, 2, 3 & 4 Section 6.2 – Will the authority consider a recoilless disruptor mounting bracket that employs red targeting lasers, the requirement is green laser?UNOPS Response: Yes, an amendment will be issued to include the red lasers too. For the other requests where you mentioned if UNOPS can change the technical specification for different lots (e.g. weight, circuits, charging hours etc.) the response is “NO. The UNOPS minimum requirement is listed under Form D, any Robots that do not meet the requirement will be considered non-compliant.Regards,UNOPS-PSC Procurement Team

New amendment added #1: Please note the following amendments to the tender:1. Criteria Section has been amended to read as follows;The bidder must be the manufacturer of the offered goods and have been in continuous business of manufacturing and supplying the product during the last 3 years. If the bidder does not manufacture or produce the goods it offers to supply, the bidder shall submit the Manufacturer’s Authorization using the form included in Section III: Returnable Bidding Forms to demonstrate that it has been duly authorized by the manufacturer or producer of the goods to supply these goods in the country of destination.2. Section III- Returnable Bidding Form has been amended to reflect the below changes.Form H: Manufacturer’s Authorization Form has been added at the end of document. 3. The deadline for bid submission has been extended to October 19th, 2018. 4. The deadline for clarifications has been extended to October 12th, 2018.
