1. The United Nations Procurement Division/Regional Procurement Office (UNDP/RPO), intends to undertake a solicitation on behalf of United Nations Stabilization Mission in Democratic Republic of the Congo (MONUSCO) for upgrading electrical system and connecting MONUSCO sites in Sake, Charlie, Himbi and North Kivu to hydro electrical power grid. 2. RPO seeks Expressions of Interest (EOI) from experienced Suppliers/Service Providers that are duly registered and authorised to provide the above mentioned services. 3. The services required entail: The potential contractor is required to provide MONUSCO with the upgraded electrical system and connect MONUSCO sites in Sake, Charlie, Himbi and North Kivu to hydro electrical power grid. The potential contractor must have all relevant permits and licences to operate in the DRC (MONUSCO will not assist in obtaining work permits or such). The potential contractor will be requested to present the structure of the company and proof of conducting business for at least the last two years; practicable mobilization plan that would lead to provision of the required services to MONUSCO no later than 30 days after contract award. SAKE REQUIREMENT: This project consists of survey, design and supply of entire electrical system, installation, testing, commissioning and putting the system in to service to supply MONUSCO premises at Sake camp from the nearest existing 15 kV line, installation of MV switching, protection equipment, installation of 2 (two) power transformer package unit of 250 KVA/15/0.4 kV and supply of all accessories, switches for these transformers. Supplying of new 15 kV aerial and underground line of 50 MM² is proposed (3 core wire). Installation components of the Medium Voltage (MV) switching, metering equipment, low-voltage switch to be provided and installed separately for each location and cabling up to distribution panel. CHARLIE REQUIREMENT: This project consists of survey, design and supply of entire electrical system, installation, testing, commissioning and putting the system in to service at MONUSCO premises Charlie camp from the nearest existing 33 kV line, installation of MV switching, protection equipment, supply and installation of 1 (one) power transformer package unit of 250 KVA/33/0.4 kV. Supplying of new 33 kV aerial and underground line of 50 MM² is proposed (3 core wire). Installation components of the Medium Voltage (MV) switching, metering equipment, low-voltage switch to be provided and installed separately for location and cabling up to distribution panel. HIMBI REQUIREMENTS: This project consists of the design and supply the electrical system, installation, testing, commissioning and putting the system in to service new 15 kV High Voltage overhead line to, supply and installation of 1 (one) power transformer package unit of 250 KVA/6.6/0.4 kV transformer packaged unit for MONUSCO premises Himbi camp, it also involves the supply and installation of switching and protection equipment at Site. Supplying of new 15 kV underground line of 50 MM² is proposed (3 core wire). Installation components of the Medium Voltage (MV) switching, metering equipment, low-voltage switch to be provided and installed separately for each location and cabling up to distribution panel. NORTH KIVU BRIGADE CAMP REQUIREMENTS: This project consists of the design and supply the electrical system, installation, testing, commissioning and putting the system in to service new 33 kV High Voltage overhead line to, supply and installation of 1 (one) power transformer package unit of 250 KVA/33/0.4 kV transformer packaged unit for MONUSCO premises North Kivu Brigade camp, it also involves the supply and installation of switching and protection equipment at Site. Supplying of new 33 kV aerial and underground line of 50 MM² is proposed (3 core wire). Installation components of the Medium Voltage (MV) switching, metering equipment, low-voltage switch to be provided and installed separately for the site and cabling up to distribution panel. NORTH KIVU AIR TERMINAL CAMP REQUIREMENT: This project consists of the design and supply the electrical system, installation, testing, commissioning and putting the system in to service new 33 kV High Voltage overhead line to, supply and installation of 1 (one) power transformer package unit of 500 KVA/33/0.4 kV transformer packaged unit for MONUSCO premises at Air Terminal camp, it also involves the supply and installation of switching and protection equipment at Site. Supplying of new 33 kV aerial and underground line of 50 MM² is proposed (3 core wire). Installation components of the Medium Voltage (MV) switching, metering equipment, low-voltage switch to be provided and installed separately for the site and cabling up to distribution panel. 4. The implementation of the contract is inclusive of provision of all materials, qualified skilled work force and supervision of such workforce for the above mentioned project required in DR Congo. Estimated timeframe for the completion of the project is expected to be one year (01) period. 5. Companies interested must demonstrate their capability and provide evidence that they have enough resources and capacity to meet the requirement. 6. Companies interested in providing the above services are invited to submit the Vendor Response Form below, clearly indicating the following: a) Company’s address, contact person, telephone numbers and e-mail; b) Company’s registration number (if already registered with UN). 7. As you express interest in the planned solicitation by submitting the response form, please verify and ensure that your company is registered under its full legal name with the UN Secretariat on the United Nations Global Marketplace (www.ungm.org). 8. Note that companies that have previously submitted EOI for similar services with UN must re-submit full documentation as detailed above. 9. Please note, this is not an invitation for submission of bid or proposals. Its purpose is to identify companies that would be interested to participate in the solicitation when issued. 10. The UNPD/RPO will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfill MONUSCO's requirement. 11. The UNPD/RPO reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations. 12. The expressions of interest (EOI) is to be submitted by e-mail to: unesb-rpo@un.org no later than 01 August 2018 and clearly marked with the inscription “UPGRADING ELECTRICAL SYSTEM AND CONNECTING MONUSCO SITES IN SAKE, CHARLIE, HIMBI AND NORTH KIVU CAMPS TO HYDRO ELECTRICAL POWER GRID". 13. EOIs not addressing the above criteria to the satisfaction of UNPD/RPO shall not be considered for the solicitation to bid, if and when issued. UNPD/RPO reserves the right in selecting the invitees for the solicitation and mere expressing an interest would not automatically warrant for solicitation document. 14.
