The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal
(RFP) for the above-referenced subject.
This RFP includes the following documents:

  • Section 1 – This Notice of Invitation
  • Section 2 – Instructions to Proposers (including Data Sheet)
  • Section 3 – Terms of Reference
  • Section 4 – Proposal Submission Form
  • Section 5 – Documents Establishing the Eligibility and Qualifications of the Proposer
  • Section 6 – Technical Proposal Form
  • Section 7 – Financial Proposal Form
  • Section 8 – Form for Proposal Security [Not Applicable]
  • Section 9 – Form for Performance Security [Not Applicable]
  • Section 10 – Form for Advanced Payment Guarantee [Not Applicable]
  • Section 11 – Contract for Professional Services, including General Terms and Conditions
  • Appendix A – Instructions manual for use of the Etendering system by suppliers.
  • Appendix B – Terms and Conditions for use of online eTendering system.

Your offer, comprising of a Technical and Financial Proposal, should be submitted in accordance with Section 2, through
eTendering online system and by the deadline indicated in https://etendering.partneragencies.org
You are kindly requested to indicate whether your company intends to submit a Proposal by clicking on “Accept
Invitation” button no later than 21 June 2018, 4.30 PM (Bangladesh Local Time). Should you require further
clarifications, kindly communicate with the contact person identified in the attached Data Sheet as the focal point for
queries on this RFP.
Financial Proposal must be submitted as a separate file encrypted with a password. None of the financial proposal data
is disclosed in other documents of the submission. UNDP shall request password for opening the Financial Proposal only
from the Proposers who pass the Technical Evaluation as per the criteria established and disclosed in the solicitation
document. The Proposer shall assume the responsibility for not encrypting the financial proposal.
DO NOT DISCLOSE YOUR PRICE IN THE LINE ITEMS. YOU MUST PUT PRICE AS 1 IN THE SYSTEM AND PROVIDE THE FINANCIAL PROPOSAL
AS ENCRYPTED FILE AS EXPLAINED ABOVE.

Deadline for submission (REVISED): 10 July 2018, 4.30 PM (BGD Time) / NY Time visible at e-Tender. Time difference will not be considered as a cause for extending bid submit timeline.
 

General Comments
- Format: PDF files only
File names must be maximum 60 characters long and must not contain any letter or special character other than from
Latin alphabet/keyboard.
All files must be free of viruses and not corrupted.
Password for financial proposal must not be provided to UNDP until requested by UNDP
Max. File Size per transmission: [Not exceeding 45 MB]
ZIP format files allowed in case large volume of document – but not RAR formats and not to exceed 45 MB
