Maintenance and Repair Service on Fire Extinguishers, Fire Suppression Systems, and Fire Prevent ...

The United Nations Global Service Centre (UNGSC) wishes to enter into a long-term contract (3 years plus two additional optional one-year terms for a maximum of 5 years) for the provision of Maintenance and Repair Service on Fire Extinguishers, Fire Suppression Systems, and Fire Prevention and Protective Systems at the United Nations Global Service Centre (UNGSC), all-inclusive of spare parts. The UNGSC is an ISO 9001 and ISO 14001 certified Organization and the Bidders must submit their ISO 9001 quality management system certificate (or any other international process quality certification, specific for the subject industrial sector) relative to its activity, and conform to UNGSC compliance with ISO 9001 and ISO 14001. The Bidders shall have three years of experience with supply of fire fighting materials, service and repairs and shall ensure that all Contract personnel/operators are trained and experienced to perform the specific tasks. The Bidder’s staff must be registered as per Italian labour laws in Libro Unico del Lavoro. Upon contract signature, the Contractor shall submit a series of documents in accordance with the Italian law. The Bidders shall have a valid registration with the Chamber of Commerce to carry out the preventive maintenance and repair service as per letter G: “impianti di protezione antincendio” of the Italian law dated 22/01/2008, No. 37, Art. 1. I) Maintenance and Repair Service on Fire Extinguishers: a) on “EU” compliant fire extinshuishers (provision of technical inspection, hydrostatic test, maintenance, repair, refill, disposal of unserviceable fire extinguishers) b) on “non-EU” standard compliant fire extinguishers for certification and operational readiness [outside of EU]. c) Provision for the fire extinguishers, spare parts and consumables must be in accordance with latest Safety EU/Italian rules and regulations, i.e. D.LSG. 81/08 and/or any other subsequent improved modifications (provision of technical inspection, hydrostatic test, maintenance, repair, refill, disposal of unserviceable fire extinguishers) d) Provision or replacement, if existing is no longer suitable, of all the required and appropriate stickers, brackets and Fire Extinguisher signs as per Italian Laws/EU Laws. II) Maintenance and Repair Service on Fire Suppression Systems: a) on FM200/HFC227, HFC 125 and Argon IG-01 fire suppression systems b) Quality Assurance / Warranty: - UNI 10877 Certification (vendor shall provide proof of registration within Italy to maintain the FM200/HFC 227 and Argon IG-01 systems) - UNI 9795 Certification (vendor must provide evidence of being in line with UNI 9795 or NFPA 2001) - C.E. mark (all electrical equipment replaced during maintenance must be stamped with the C.E. mark) - CEI standard (all electrical equipment replaced during maintenance must be fully compliant with i) CEI standards and related specifications, and ii) CEI-UNEL-Cenelec UNI tables circular no. 85 dated 8 Novemeber 1966) - Personnel must have the necessary qualification to intervene on the Fire Suppression Systems (Esser Honeywell) and provide evidence. - All the works executed shall be executed in accordance with the relevant standards of Code of practices and best engineering pratices. c) Periodic System Checks must be scheduled every month, every six months, every twelve months and a one-time global check (once every 5 years) “as and when” required. III) Maintenance and Repair Service on Fire Prevention and Protective Systems at UNGSC, as per the following: • Fire hydrant systems • Gaseous extinguishing systems • Sprinkler and pumping systems • Fire detection systems • Smoke and heat evacuator systems a) Fire Prevention Systems on electronic, mechanical, hydraulic and electrical systems at the UNGSC taking into account the following: • The Contract Master Specifications for those works which fall within the competence of Public Works Ministry; • The Italian Legislative Decree No. 81 dated April 9, 2008 (“Testo unico Sulla Sicurrezza”) and the UNGSC/international standards with respect to occupational safety and health requirements; • The Italian Legislative Decree No. 152 dated April 3, 2006 (“Testo unico Sull’Ambiente”) and the UNGSC/international standards with respect to environmental requirements.
