The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite competent Bidders/Contractors to submit their respective competitive proposal for the Supply, Installation, Testing, Commissioning and Training of CCTV, Access Control, Intrusion and Smoke Detection Systems in 17 Sites in Ethiopia in accordance with the UNOPS General Conditions of Contract for both Supply of Goods and Installation Works and the “Schedule of Requirements” herein uploaded under file ref. “ITB Section II”.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: Request:As per ITB/2018/4292 Document 18-05-17-3 - Section II Returnable Schedules Page 46 Part B) Prices for the Installation, Testing, Training & Commissioning of CCTV, Intrusion & Smoke Detection Systems SMOKE DETECTION SYSTEMS.Are we required to complete this schedule with pricing for Smoke Detection ONLY?Clarification:No, bidders MUST offer the "Cost of Installation, Testing, Training and Commissioning for CCTV, Intrusion & Smoke Detection Systems" altogether for each respective sites as described in the table. New clarification added: Dear Bidder;We hereby extends our gratefulness for your interest on the captioned ITB and request for clarification.Regarding the request on drawings and BoQ, we would like to advise potential bidders to refer to the "Schedule of Requirements” on Page 3 under Section 1.4 "Scope of Works". Prospective bidders are, therefore, expected to be guided by “Scope of the Works” and incorporate the works component as per the respective drawings to allow them satisfactorily perform the "Supply, Installation, Testing, Commissioning and Training of CCTV, Access Control, Intrusion and Smoke Detection Systems in 17 Sites in Ethiopia" upon contract award. To address your request, as it is stated in the ITB under “Particular Tab under Item 7”, Partial bids are not allowed. Bidders must quote prices for the total goods, services and works for the total requirement (i.e., for all 17 sites). Partial quotation will make a bidder to be disqualified from further evaluation. New clarification added: Dear Bidders Please find the following clarificationss on the ITB:1) We are based in Nigeria. Kindly confirm if we can make submission. Response: The ITB is an open international ITB and any interested vendor that meets the minimum requirements can participate (submit their bid).2) We ask if is permited to do joint venture for this tender and if we can submit only for some lots (sites) not for all sites ?Response: Bidders are allowed to form a joint venture. Vendors/ bidders should note to submit a complete set of documents of the two organizations in line with the requirements indicated in the ITB. There should be an agreement which clearly indicate their respective duties and responsibilities towards this bid. The agreement shall also be attached with the bid for reference. Please note that bidders which form Joint Venture will be held accountable jointly and severally (pls refer the ITB Instruction toBidders Section I). 3) We have seen that this tender is re-issued for the Fourth (Fifth?) time yet the new one looks exactly the same. In view of that we request that you will issue an explanation what is different in this new one compared to the others? Response: ITB/2018/3658 was cancelled due to system related problem and this ITB is its replacement (without any change to it except the extension ofthe bid closing date and and deadline for clarification submission by one and two day). The difference of this ITB from the previous ITBs that were published and cancelled due to technical reasons are:The contract modality has been changed to Short Forms of Contract from the Goods supply contract. The requirement in regard to the local gent has been modified in a manner that encourages competition. No other change was made to the schedule of requirement, specification, drawinging etc, from what was used in the previous ITBs.Thank you
