Terms of Reference (summary):
Background: The International Trade Centre (ITC) seeks to put in place an end-to-end e-recruitment solution managing the full life-cycle of ITC’s recruitment processes. The system integrates all essential steps of the recruitment process, from posting of vacancy announcements, through creating of applicant profile, screening and assessing candidates, on-boarding of candidates to reporting, archiving and data management. The system covers applications for various contract types among others regular staff, temporary staff, consultants, individual contractors, and interns. The system is tailored to ITC feature requirements and aligned to pan-United Nations human resources standards.
The system must be user-friendly with an intuitive and easy-to-be followed interface. Upon mapping and system implementation, the selected supplier is expected to provide external hosting service, system maintenance and technical-centered help-desk service. The e-recruitment solution will need to be integrated with future enterprise resource planning (ERP under SAP) systems and must provide programmatic and messaging interfaces to enable such integrations. The solution needs to integrate with the ITC public Internet Site and the Intranet. All users of the solution including candidates, HR users, ITC hiring managers, and administrators will use only web browsers to interact with the system.
The implementation of a comprehensive and automated e-recruitment solution will bring cost-saving and efficiency benefits to ITC at large. The system will reduce transactional volume and will add value to the recruitment and selection process while reducing the workload for human resources staff. Organization wide, the system will Professionalize employer image and increase capability to attract high qualified candidates.ITC is an independent United Nations agency located at Geneva, Switzerland. ITC has a staff strength of 250 people and administers at one given time up to 100 consultants/individual contractors. ITC issues at average 90 vacancies per year, and, following a thorough screening process short-lists between 6-8 candidates per post. In addition, ITC processes at average 90 temporary staff recruitments and 1000 consultant/individual contractor recruitments and 70 internship placements per year.
Feature requirements: The following is a list of key system features:
· Fully automated online application system for all types of ITC personnel;
· User-friendly application handling and candidate assessment;
· Efficient filtering and roster search/management tools;
· System-supported communication tools to/from candidates and among ITC users;
· Centralized and standardized recruitment records;
· Complex reporting functions on recruitment actions and candidate pool;
· Detailed statistics, performance indicators and analytics in order to track time and quality of efficient recruitment;
· Full data security.
· Detailed proposal outlining how candidates will be targeted and assessed within the established ITC timeline (to be provided later with our Terms of Reference)
Submissions for expression of interest shall include the following elements, which represent the criteria for the pre‑selection of suppliers: · Organization, structure, and number and qualifications of staff.
· Financial reports for the last 2 years (2007-2008), audited by an independent Audit company.
· List of recent most important contracts for E-Recruitment System, issued to International Organizations or multinational enterprises.
· Your acceptance, in writing, of the UN Supplier Code of Conduct posted on ITC Procurement Website. Only those companies showing at least 5 years of experience in the provision of E-Recruitment System to International Organizations or multinational enterprises in a multi-cultural context and with a strong commitment to respect practices for the profession, strict confidentiality of the process, including the UN Supplier Code of Conduct, should express their interest. Prior working experience with the UN system is an advantage.
