Description
Based on the results of this exercise, UNOPS intends to enter into a non-exclusive Long Term Agreement (LTA) with the successful Bidders for the provision of LTA for Personal Satellite Tracking Device including service subscription in support of UNOPS’ and other UN Agencies' operations for an initial period of 24 months with the possibility of extension for an additional 12 months. UNOPS reserves the right to award the Long Term Agreement to multiple vendors.

New clarification added: Regarding Form D: As it relates to Row 6 on the spreadsheet - "device should be able to pair with a smart phone, and/or tablet in order to access the internet" - for this requirement - are you requiring the tablet and the smartphone be the connectivity to the internet or the satellite device being the connectivity for the smartphone and tablet?Since you have selected a supplier for your smart phone solution, are you looking to leverage that solution as the smart phone app for this requirement? (i.e. the satellite serves as a hotspot when you are not in GPRS coverage?)UNOPS is looking for a device which can be used as a hotspot when not in GSM/GPRS coverage supporting the smart-phone& tablet when nessasary but can be used without a smart phone or tablet for tracking and sos messages.

New clarification added: In the amended file ITB_Section II and Form D. Amendment 1 - Technical Bid Form - ITB-2018-4092 under tab 1.2 Subscription Plan can you please clarify if the UNOPS wish the monthly contract price to include a component for tracking based on a tracking interval of 15 minutes being used everyday or do you simply want the option of 15 minute tracking supported without the usage being bundled into the monthly fee? UNOPS: Based on the market research UNOPS relaized that different suppliers are providing subcription plans with different options. The 15 minute tracking interval should be bundles into the monthly fee/ and pay as you go.Please be aware that Form D ITB_Section II and Form D. Amendment 2 -Technical Bid Form-ITB-2018-4092 has been uploaded. Regarding the monthly subscription:15 minute transmissions, 24/7, for a whole month would be around 2880 transmissions , so shall we use this number as a baseline when we make the offer ?How long for each day would you be using the devices at 15 minute intervals, or how many days per month? Is it daily basis or what ?

New clarification added: Dears,do you accept GPS/GPRS personal tracker as an equivalent for Thuraya or iridum satellite method ? Do you accept a personal GPS / GPRS trackers instead of Satellite trackers ?UNOPS UNOPS: Reference is made to amendment rev 4.As long your device is compliant with UNOPS minimum requirement as mentioned in ITB Section II and Form D Amend2 -Tech Bid Form-ITB-2018-4092, please submit the bid.

New clarification added: Good Day,Under Form D – Delivery requirements and Comparative Data Table. Our company location and our tracking devices are manufactured in the United States of America. According to the Trade Agreements Act (TAA) it appears only 13 out of the 21 countries listed in the document comply for us to facilitate export. Would this disqualify us from responding. Please also note that country # 15 on the Form D is missing. Respectfully,AbbyUNOPS: Thank you for your observation on the numbers. Well appreciated.Minimum requirements of UNOPS ; Bidder must be able to facilitate export to at least 15 out of 21 of the following locations.

New clarification added: In Form E, the manufacturer's Authorization Form there is a reference to extending guarantee and warranty in accordance with Clause 13 of the General Conditions for Goods. The link within the bid documents for the General Conditions for Goods does not work. I was also not able to find reference to Clause 13 in the vendor guide or on the UNOPS eSourcing site. Can you please provide the details for Clause 13 otherwise cannot complete the manufacturer's Certification?UNOPS: Reference is made to amendment rev 4.

New clarification added: On your last clarification dated 11.05.2017 you updated Section II form D with internet access. Please elaborate what you mean by internet access? do text messages through the tracking device could be considered assufficient? many thanksUNOPS is looking for a handheld device where we can connect a smartphone/ tablet and use the satellite connection to use a tracking app/ download e-mails/ etc.

New clarification added: In the file ITB_Section II and Form D Amendment 1 - Technical Bid Form-ITB-2018-4092 there is a reference under item 4 to device position and SOS state being sent to the Control Center Platform. Could you clarify if the intent is for the UNOPS to self-manage emergencies and dispatch help or do you wish the proposed solution to include an option for third-party monitoring of SOS? UNOPS: Please note that the UN will self-manage the emergency procedure.

New clarification added: Is the authority expecting a viewing terminal to be provided as part of the bid or can soaftware be installed on the users terminal devices?Internet connectivity is essential, can we be assured internet connectivity will be available in any area where viewing of the tracking feed is required?Is there a minimum order of tracking devices?UNOPS:With the purchase of the device, UNOPS expects to receive access to the software which can be downloaded into an individual Laptop/ PC.The internet connectivity in the control (operation) center is given.An LTA is a written agreement between an organization of the United Nations system and a supplier that is established for a defined period of time for specific goods or services at prescribed prices or pricing provisions and with no legal obligation to order any minimum or maximum quantity.

New clarification added: Question: We would like to offer services of three satellite device manufacturers, potentially with three different JV partners. Is it possible to submit proposal in three separate bids or the proposals in the same bid?Answer: As stated under particular section on this ITB, “Alternate Offer” is not allowed. Please submit one offer for the goods/services required by the ITB.
