Purpose of the contract

The Ministry of Health and Medical Services of Kiribati is publishing annual health reports and health bulletins on a regular basis with key health statistics and outcomes in line with the Ministry Strategic Plan 2016 – 2019. This contract is to support the Ministry to draft the annual health report 2017 which is a monitoring tool for the strategic plan. Key health statistics collected for this report will allow tracking progress against the plan.

Background

Kiribati endorsed the Ministry Strategic Plan 2016 – 2019 which is aligned with key health related objectives of the Kiribati Development Plan 2016 – 19. This strategic plan addresses health issues and contains health indicators that will measure the impact of health programmes in the respective next four years. It also identifies vision, goals, guiding principles and strategic objectives that the Ministry will follow in implementing the plans.

The Ministry had published the annual health reports until 2011. It also published the health statistics bulletin for 2015 and 2016. Annual health reporting provides a broader perspective in evaluating health programmes and services with key health outcome and service indicators. The health statistics bulletin largely focuses on demonstrating and analysing the indicators only.

WHO has been providing technical support for Member States to review and analyse their achievements and gaps in implementing health plans and programmes. Annual health reporting remains a key activity for robust National Health Policies, Strategies and Plans (NHPSP), which also helps to track the progress towards Universal Health Coverage. Given the importance of annual health reporting, this contract is to support the Ministry of Health and Medical Service of Kiribati to draft the annual health report 2017 with health indicators.

Field visit to work with key technical officers to draft the report

Output/s
In collaboration with WHO PHS, WHO Country Liaison Office for Kiribati and the MHMS, the contractor will:

  1. Collect necessary health data of calendar year 2017 which include:
    1. Key health indicators for demographics, health outcomes and service utilisation indicators that are to be covered by the health report
    2. Key health system indicators for governance, human resources, health financing (esp. overseas medical costs), medicines and procurement, health information systems, and health service availability
      1. For health service availability, it is recommended to use the Health Resources Availability Monitoring System (HeRAMS)
    3. Other relevant data as advised
  2. Conduct consultations with key MHMS officials and stakeholders about achievements, bottlenecks and lessons learnt during implementation in 2017
  3. Draft the draft annual health report 2017 in line with the Strategic Plan and submit for review. Consult with all relevant stakeholders for final draft.

Specific requirements

- Education required: Medical doctor with working experience in public health sector or PhD in public health, health service management or health policy

- Experience required: At least seven years of working experience in public health sector, including more than five years of international work experience in above areas. Experience working in multiple Pacific islands countries would be an asset.

- Language requirements: Written and spoken fluency in English is essential.

Timeline/Duration of assignment

The duration for the assignment is from 19 March to 13 April 2018, with 20 working days.

Proposed activities       -     Due dates

2. Visit Kiribati to review the outcome of the implementation in 2017 and health indicators. This activity also includes a wide country consultation with MHMS officials and other stakeholders (15 working days in Kiribati) - 6 April

3. Desktop work (5 working days at home country) - 13 April

4. Submit the final report - 13 April
