New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the Request for Quotation, ref. RFQ/2018/3281 Question (1): We note all prices are to quoted DAP Sana'a. This is exempt from all Yemeni import taxes, VAT and duties - will UNOPS be providing all necessary exemption documentation authorised by the Yemeni authorities?Answer: Yes, UNOPS is tax exempted.Question (2): Currently, we understand Sana'a International Airport and Hoddeida Port are "blockaded" and unable to handle cargo - please can UNOPS confirm if this is correct.Answer: We cannot confirm; it is a supplier's responsibility to verify. The supplier should take care of delivery to Sana’a and install as well. Suppliers can still import to Aden port and then transport to Sana’a. The suppliers should take care of cargo and delivery as the required delivery is DAP and suppliers must adhere to the delivery time set forth in the RFQ.Question (3): Because of the current political situation on the ground there is a split of control between North and South Yemen and as a result of will UNOPS provide import duty. VAT and import tax exemption from both parties?Answer: The goods are to be delivered to Sana'a. Question (4) In order to allow and encourage international competitiveness, please confirm that the documents that prove that our company is registered with the Yemeni Authority (Qualification criteria no.2) can be submitted after the notification of award.Answer: No, all companies participating should be registered and existing companies when submitting the bid except where the bidder participated as a joint venture. As mentioned in our RFQ, the process is an emergency and we encourage all interested suppliers to register prior to submitting the bid and consider the time required for the registration. Question (5) Where are the photovoltaic panels to be installed? On the roof, or on the ground?Answer: They will be installed on the roof, considering that the building consists of 3 floors (basement and ground floor, & first floor). Question (6): For Line Item 1 X-ray scanner - from the revised specifications it is not clear if "A Dual View" system is required, please can UNOPS clarify.Answer: The x-ray is supposed to have a dual view as its conveyor should Forward or Reverse. Also the video Card should be Dual Digital Display. And if you mean in your inquiry that 2 screens to be provided as a dual view system, then it’s not required as the required x-ray is for parcel and small luggage . Question (7): "there is an existing CCTV System and bidders should make sure that their quoted items are compatible with the existing system". Could you please let us know how many are the already installed cameras, and which type of cameras are they? Are they digital cameras"Answer: The current installed cameras are digital and their number is 24 cameras. Question (8): With reference to your RFQ/2018/3218, Section II: Schedule Of requirement, The Deliver Time is (( Bidder shall deliver the goods, and service immediately after PO signature)) which is Difficult to Fulfill, Due to your High specs for some items Such as Cameras which are not kept as stock in Yemen we have to import them and as you know the Situation in Yemen that will take at least 6-8 Weeks.Your Delivery Time Revise to be same as for X-Ray (7-10 Weeks) will be Highly Appreciated.Even your time given to submit offer under General Information is to Short (Posting Date 22-Feb-2018 (Thursday 12:38) UTC and the Deadline time: 27-Feb-218), we will try to submit our offer in Deadline time. Answer: We cannot extend the deadline for offers submission nor the delivery time due to urgnecy. This shall form part of the official solicitation documents. Please be guided accordingly. Thank you.

New clarification added: Question (1): Are all 4 items items to be bid as one lot or will UNMAS/UNOPS accept split line item quotationsAnswer: As per the RFQ, there are four lots; not four items. You can submit an offer per lot. Please review the RFQ insruction and its particulars.Question (2) : The tender close date of 27th, February is extremely short for the assembly of all necessary commerical and technical information, plus freight rate information with the current civil war problems on the ground and we request consideration is given to extend the tender close by a further ten (10) days.Answer: The process is under emergency process. We cannot extend the tender closing date.Thank you.
