Mobile Network Aggregator for Rapid Pro in UNICEF Vietnam (Second Request for Proposals)

UNICEF is looking for a Mobile Network Aggregator for Rapid Pro in UNICEF Vietnam. 

The overall role of the aggregator is to assist UNICEF Vietnam in the deployment of RapidPro. The specific objectives are to (1) integrate the RapidPro platform with local mobile network operators, (2) provide incoming and outgoing message services to all users of all mobile networks in Vietnam, (3) deliver data acquired to predetermined cloud or local server and (4) provide the necessary technical maintenance and support.

Key deliverables:

• Integrate RapidPro with the telephone network/servers via SMPP 3.4 and create SMS gateway.

• Handle the activation of dedicated short-codes for SMS services on behalf of UNICEF. The short codes should be licensed to UNICEF governmental partner.

• Provide reverse-billing or automatic refund for messages sent to the short codes.

• Operate new and existing short-codes for SMS and provide incoming and outgoing message services of major mobile networks in Vietnam to all users.

• Send and receive SMS messages from end-users

• Estimated total traffic being around 500 thousands messages per year (and growing)

• Process requests (both from RapidPro and user) by queue, and retry if not success.

• Deliver data acquired from incoming messages to cloud or local servers as desired by UNICEF.

• Maintain connection with Rapid Pro and telephone communication company/network operators.

• Assist the integration of other channels (USSD, IVR) should the need arise in the future.

• Assist the negotiation with MNOs for reduced rates for SMS or free of charge SMS packageon the findings of the UNICEF study of the apparel and footwear sector in Viet Nam, the main purpose of the Factory Programme is to design and pilot interventions which can deliver demonstrated impacts on (a) worker-wellbeing, (b) results for children, and (c) where relevant business benefit. The Factory Programme aims to engage the five pilot factories that want go the extra mile to respect and support the rights of children, working parents and young workers, while at the same time strengthening their business results.
