Description
1. The United Nations Assistance Mission in Afghanistan (UNAMA) intends to commission public opinion research in Afghanistan during 2018. The aim of this research will be to inform UNAMA's understanding of local perceptions, thereby enhancing its ability to more effectively implement its mandate. The research target will be the adult population of Afghanistan, with emphasis on residents of geographic locations where UNAMA maintains a presence, including Herat, Kandahar, Bamyan, Kabul, Jalalabad and Mazar.
2. The vendor, using a questionnaire collaboratively developed with UNAMA, will conduct two (2) national level surveys per year of approximately 2,000 respondents across several locations in Afghanistan. These surveys shall address topics ranging from perceptions of UNAMA, to views about the current state of affairs in Afghanistan, regionally and globally, as well as important issues of the day. These surveys will be conducted in order to provide data and understanding of perceptions on above mentioned topics. The vendor will be expected to provide a field-based research plan which details the research methodology to be used. All research planning shall be based on theoretical postulates, which are published in scientific, academic or Governmental literature and are recognized by academicians in the social and behavioral sciences. The vendor will also be expected to deliver complete written reports for the quantitative study, with summary briefings, and all analysis, delivered to UNAMA no later than one calendar month after the completion of data collection.
3. In addition to the quantitative survey, the vendor will be required to conduct associated qualitative In-depth interviews/Focus Group. This may focus on determining conditions that facilitate dialogue, successful mediation and conflict resolution. This work is expected to be conducted in accordance with industry standards and will be presented in a format that is consistent with recognized publishing standards.
4. After the completion of each survey, it is anticipated that a formal briefing will be made in-person by the vendor to a UN audience in Kabul, explaining the results, providing analyses by geographic region where possible, incorporating context found through the accompanying in-depth interviews, and comparing findings to other data sources.
5. Please note that this notice is issued only to allow companies to express their interest. It does not constitute a solicitation. Submitting an EOI does not automatically guarantee that a company will be considered for receipt of the tender. UNAMA reserves the right to change or cancel its requirement at anytime.
