I. Context
UNICEF works in 190 countries and territories to protect the rights of every child. UNICEF has spent 70 years working to improve the lives of children and their families. Defending children's rights throughout their lives requires a global presence, aiming to produce results and understand their effects.
UNICEF is also leading innovative solutions for sanitation. This involves improving sanitation technology, ensuring basic toilets are affordable, accessible and that they meet criteria for safety, effectiveness, sustainability, environmental impact and child-friendliness.
UNICEF works to ensure access and use of basic toilets and ways to separate human waste from contact with people. One key area of work for sanitation is to end the practice of “open defecation,” and facilitate community-led initiatives to build, maintain and use basic toilets.
II. Objectives
The overall objective of this consultancy is to design and cost a shipping container public toilet.
General description of the tasks of the consultant/firm will be:
· Design a 40-ft shipping container public toilet with separate male and female sides and provide Architectural & Structural drawings, 3D impression images showing both the interior and exterior designs, Mechanical & Electrical drawings.
· Design a 20-ft shipping container public toilet with only male facilities and provide Architectural & Structural drawings, 3D impression images showing both the interior and exterior designs, Mechanical & Electrical drawings.
· Design a 20-ft shipping container public toilet with only female facilities and provide Architectural & Structural drawings, 3D impression images showing both the interior and exterior designs, Mechanical & Electrical drawings.
· Provide a detailed description and bill of quantities for what is required for construction of the public toilet.
· Provide the detailed specifications for all the materials/fittings to be used.
Each of the proposals for the 20-ft and 40-ft containers should include facilities for bathing and toilets and the other proposal should be for toilet facilities only.
III. Methodology and selected criteria
The consultant/firm is expected to submit an initial proposal in 2 envelopes containing a technical proposal and a financial proposal or two files (1 for technical and 1 for financial proposal clearly marked) that are password protected. These documents will be evaluated as per criteria (1) to (3) below. UNICEF will contact suppliers who have sent in electronic submissions for passwords of files at the time of technical bid opening scheduled for November 16th 2017, 12:00 GMT and financial bid opening scheduled for November 21st 2017 at 10 AM GMT respectively.
a. 3D impression images and 3D impression video (if possible) showing both the interior and exterior designs for the 20-ft and 40-ft container with bath and toilets and toilets only. 2 submissions per category(20ft/40ft) of container – 1 with toilet only and the other submission with toilet and bathrooms.
b. Specification and description of materials to be used in the construction including the quality of materials for the interior of the containers. Preference will be given to submissions that are detailed and provide adequate description of materials to be used in the construction process
c. Provide an estimate of the cost to construct the 20-ft/40-ft container toilet which is clearly divided between labor costs and the cost of materials
d. Provide in an envelope or separate electronic file your financial offer if selected for undertaking the following work:
i. Provide Architectural, Structural drawings, Mechanical & Electrical drawings. 3D impression images showing both the interior and exterior designs.
ii. The male side should have toilet partitions, bathroom partitions, urinals and hand wash basin with Mirror.
iii. The female side should have toilet partitions, bathroom partitions and hand wash basin with mirror.
iv. The shipping container must maintain its portability so it can be moved from place to place thus must keep its joints at the corners. Other construction requirements such as concretes for foundations and platform will be done on site and designs for this will be submitted along with detailed plans and bills of quantities
v. Plan and design for easy to clean and maintain surfaces.
vi. Plan and design for surfaces that are smooth and do not harbor bacteria.
vii. Plan and design for water storage [water tank] and a connection point to the national water source (for Cote d’Ivoire SODECI).
viii. Plan and design for a connection point for the septic tank/sewage point.
ix. Plan and design for Green energy to be used in the public toilet.
x. Plan and design for use of natural light as much as possible to limit power needs.
xi. Plan and design for storage space where cleaning accessories can be kept.
The requirement noted in d (i) to d (xi) above will not be required for the initial submission. Only the Activities (a) to (c) and the financial proposal for carrying out the work including activities d (i) to d (xi) will be required. After selection of the consultant/firm, the consultant/firm will be required to submit the documents for activities d (i) to d (xi) within 20 days following receipt of notification of award of a contract from UNICEF.

3) Proposed Design and approach (40 points)
- Previous creative and innovative work designed.
- Proposed materials/fittings for projects.
4) Clear project and activity timelines with dates for completion of the tasks outlined in (a) to (d) above. (10 points)
The minimum score to be considered is 55 out of 70 points (55/70)
All propositions above 55 points will be ranked, in descending order and the best will be selected for the work.
IV. Duration of Consultancy
The consultancy is expected to last for a period of 20 days after notification of selected individual/firm to provide all the detailed designs specified in d (i) to d (xi) above.
V. Expected Output
Properly designed elegant shipping container public toilet based on the above specifications.
VI. Submission
Interested bidders are required to submit a technical and financial proposal no later than November 16th 2017, 12:00 GMT to ivcprocurement@unicef.org (all files should be password protected) with a copy to gtairou@unicef.org through the Supply Manager, UNICEF Cote d’Ivoire.
VII. Remuneration
The schedule of payment will be 20% on notification of award of a contract from UNICEF and 70% upon satisfactory completion of tasks described above in section II & III.
