New clarification added: 1) Lot 1 “Delivery Period within 20 weeks after signing contract.“ In our opinion, 20 weeks delivery for 29 Asphalt plants is absolutely unrealistic for the following reasons: 4-5 weeks will be typical shipping time + container customs clearance. Many of the plant components are outsourced: Generator, Bitumen pumps, Electric motors etc. No one stocks 29 of those items. Typical lead time of outsourced items is 8-12 weeks. Production of 29 units typically takes at least 8-12 weeks. Therefore, based on our experienec, you should allow at least 28-30 weeks for delivery. Please advise.Answer: The project duration is short. It is not possible to give long delivery period.

New clarification added: Dear Sir or Madam,We are preparing the bidding documents of ITB/2017/1186. We have the following questions to the esourcing system for the bidding documents submission. Please help us to clarify. Thank you very much.1. Document name : Form A: Joint Venture Partner Information Form, Company Registration Document, Company Ownership Document(1) As we know from the Returnable bidding forms, Form A: Joint Venture Partner Information Form is included in Doc page 2. If we are the only one bidder for this tender, do you request us to fill it in? Or this format is only for the bidders who have several partners for the company organization? Please help to clarify. (2) We cannot find the form format of company registraction documents and company ownership documents. Does UNOPS have the standard format to request our filling in? 2. Document name: Form G: Performance Statement Form, Audited Financial Statement of any one of the last 3 years than can cover annual sales turnover(1) The performance statement form: Do you mean the contract for UNOPS? Or you mean any of the contracts for our business market? (2) Audited financial statement of any one of the last 3 years: Do you mean the whole pages of the report which include the balance sheet, income statement, cash flow sheet and statement of changes in equity? Or UNOPS only request the income statement only which include the sales turnover?3. Document name : Form D: Technical Bid Form(1) Shall we insert the spec details to replace "Please mention" in the form? (2) Except for the technical bid form, do we need to upload the product catalogue and manufactuers' certificate? If the bidder is the only one company for this tender, it is not necessary to fill the form.1 (2) UNOPS does not have the standard format for company registration and company ownership documens. Bidders are requred to submit copies of their registration document as an attachment to this ITB.2 (1) Bidders can submit any previous contract with any organization or if the bidder has experience with UNOPS, that can also be provided,however,UNOPS experience is not mandatory.2 (2) Yes, the whole pages of the report which include the balance sheet, income statement, cash flow sheet and statement of changes in equity.3 (1) Yes, insert spec details to replace "Please Mention".3 (2) Yes, bidders shall upload product catalog and manufacture's authrization form.

New clarification added: SirsAs per the feedback we got from different manufacturers in Yangoon and else :Someone has already win this bid and they are preparing the goods now. In case affirmative and you already selected but, in order to comply with rules to get at least 3 offers you released this ITB .If So, we are willing to assist and provide you with a quote .Appreciate your response and willing to assist at any time .Answer: UNOPS has not awarded any contract for this ITB. Should you have any information related to any company claiming to have been awarded contract for this tender, UNOPS would be happy to have the details and investigate further.

New clarification added: 2) Your requirement for 29 Asphalt Plants is based on the fact that you are planning to produce traditional “hot mix” asphalt.The main limitation of traditional “hot mix” asphalt is the fact that it’s useful life is limited to about 1-1.5 hours, afterwards it goes cold and is discarded. Therefore asphalt plant must be located no further than 20-50 km from the work site, and as a result you require 29 mobile plants to cover wide areas of the country.For the last 20-25 years Europe, USA/Canada, Japan and many developing countries have started using “warm mix” asphalt technology. Warm mix main benefit is the fact that the mix useful life is 4-6 hours. Therefore asphalt plant can be located 200-300 km from work site. Using this technologies will allow you to cover the same areas of the country, using 50-70% less asphalt plants.Additional benefits of “warm mix” technology: Better for the environment as it is using less energy and produces less harmful emissions, which is especially important in densely populated areas.Does not require any new special equipment. Production and paving is done using same methods and equipment as “hot mix”Much better and durable roads. The “joints” effect is practically eliminated; the paving is much easierSaves money or pays for itself just from the reduced energy requirement.In addition to “warm mix”, we will also recommend you to consider “cold mix” technology.Cold mix main advantage is the fact that it’s useful life is 2 years, allowing it to be transported with no limit in time or distance. “Cold mix” technologies are useful for paving less busy regional roads, and for road maintenance and patch repairs.Question:a) Will you require the asphalt plants to produce warm and cold mix, or only traditional hot mix.?3) Will you still need 29 plants or will you need less based on use of "warm mix" ?Answer: We haveinformed the end user about complete information on your proposal and the end use did not agree to the proposal.

New clarification added: Dear Team,This bid has been re-advertised, why was it re advertised? is it because of the budget?Do you have prefference on the brand name to be supplied?DO you allow non manufacturer suppliers to bid?What is the period of maintenance do you look at after one year of guarantee?Kind regardsAnswer: The tender was readvertised for budget reason, we need the offered products to have local warranty and services in Myanmar as indicated in the current ITB.We have no preferrence for specific brand.Yes, we allow non-manufacturers to bid but there must be Manufacturer's Authorisation Letter.We need minimum one year warranty period,however,maintenance beyond the warranty period will be decided by end user.
