United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.
The Learning Resources Center (LRC) in the Office of Human Resources (OHR) within the Bureau of Management (BoM), provides a broad range of learning programmes and promotes blended learning approach. LRC seeks service outsourcing and establish long-term product and services arrangements (LTAs) for the Instructor-led advanced certification course on multi-stakeholder negotiation. This course is intended for UNDP mid-level and senior managers, with special emphasis on women, at UNDP country offices and regional service centers and HQ units who work in development, management, advisory and UN Coordination fields and also serve as advisory source to governments, civil society and private sector on development and management issues.
UNDP OHR/LRC invites qualified firms that meet the following criteria to express their interest in providing the required services. The proposed outsourced services solution must be in full compliance with the following technical requirements:
The Contractor shall deliver all, any combination or one of the following training options over a 3 year period for the different target audiences:
- Design and deliver Instructor-led e-learning curriculum aligned with the objectives and goals of the Advanced Multi-Stakeholder Negotiation skills.
- Facilitate e-learning discussion among participants to describe and analyze an actual negotiation in which they are participating.
- Provide feedback to participants in a timely manner.
- Maintain a database of best practices and lessons learned from UNDP negotiations around the world based on course work submitted by participants.
- Collect data to produce final case studies on multi-stakeholder negotiation based on real negotiation challenge faced by UNDP staff.
- Provide a synthesis of Best Practices and Lessons Learned in UNDP advanced multi-stakeholders negotiations.
- Design and develop and deliver face to face workshop that enhances understanding of the instructor –led Advanced Multi-Stakeholder Negotiation Skills.
- Design and deliver highly participatory Train-the-Trainer workshop which is designed to develop capacity of UNDP staff for them to serve as internal resource to deliver the Multi-stakeholder Negotiations Workshop to its leaders, managers and staff.
The EOI must include the following documentation:
- Company Profile, including core areas of expertise, number of staff available for the intended project, their roles and their profiles;
- At least two examples of successful blended learning approaches used in Multi-stakeholder Negotiations;
- Evidence of successful experiences providing similar types of application and services to other organization similar to UNDP in their scope and global presence, i.e., narrative report with results, names and contract of those organizations would be required;
- At least two references from clients, ideally including organizations similar to UNDP in terms of its global presence.
The expression of Interest should be submitted electronically with the subject line: “EOI: Instructor-led Advanced Certification Course on Multi-Stakeholder Negotiations” to email address anc.rfp@undp.org to UNDP LRC no later than 3pm EST (New York time) 10th of September 2009.
Electronic submission will be accepted only in non-editable Adobe PDF format. Documents sent by mail or facsimile will not be accepted. EOI received after the above deadline will not be considered. EOI from suppliers failing to provide the requested information will be disregarded.
Following the pre-qualification process, a Request for Proposal will be issued to the shortlisted vendors. The shortlisted vendors will be invited to submit their Technical and Financial Proposals and evaluated in accordance with UNDP Financial Rules and Regulations.
The EOI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserves the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant/s of the grounds.
