Dear Sir or Madam,

The International Telecommunication Union (‘’ITU’’) issues the present Request for Proposal for the appointment of a company responsible for the Enhancement and Generalization of ITU’s Online Tools for Terrestrial Services. For more information about the detailed Services to be performed please see Part IV to the Request for Proposal (‘’Terms of Reference’’).

Bidders must be aware that any contract resulting from this Request for Proposal shall contain the ITU General Conditions of Contract for the Provision of Services and Goods (Annex 5), this Solicitation Document, the successful bidder’s Proposal and any other specific terms and conditions detailed herein.

Request for clarifications and Proposal submission

Bidders requiring any clarification about the Solicitation Document, or the solicitation process itself, shall submit their queries in writing by the deadline of Monday, 2 October 2017 at 15:00 hours (Geneva Time) by e-mail:

Proposals must be submitted electronically as a searchable PDF file by the deadline of Thursday, 19 October 2017 at 15:00 hours (Geneva Time) as prescribed in Section 6 below.

Solicitation Document amendments and other notices

ITU reserves the right to amend the Request for Proposal prior to the Bid Closing Date. Accordingly, Bidders shall check periodically if any amendments or communications have been posted on UNGM.
