Duties and Responsibilities

Main Objectives and Responsibilities
 
In support to the UNDMT, HCT and the UNETT the NDRA will have the following responsibilities.
 
During times of normalcy:
 
·         Assist in the establishment of Humanitarian Country Partnerships (Country level IASC) and promote disaster response preparedness, activities in coordination with national authorities and humanitarian partners
·         Assist in raising awareness within the UN system and the Government of the various UN tools, services and mechanisms available for emergency response and response preparedness, in particular updating contingency planning.
·         Promote within the UNDMT, HCT and the Government the implementation of the Hyogo Framework for Action, particularly in relation to the Chapter 5 -Strengthen disaster preparedness for effective response.
·         Provide support to the UNDMT and HCT in strengthening its disaster response capacity including effective linkages with the national authorities as well as humanitarian partners.
·         Facilitate the elaboration or revision of the UN Inter-agency Disaster Response Plan and inclusion of humanitarian reform and following the UN agreed inter-agency methodology and matrix with the active contribution of the UNETE.
·         In coordination with the UNETE Chair, maintain direct contact with National Disaster Management organization
·         Provide the Secretariat function to the United Nations Emergency Technical Team (UNETT) and to the HCT
·         Assist the UNETT to monitor and inform the UNDMT and HCT about likely threats that could trigger a disaster in the country
·         Promote the setup of an Humanitarian Information Management System for disaster and emergency situations that could be used by the UN in the country as well as by the National authority
·         Promote the development of RedHum network at country level
·         Facilitate the implementation of the cluster/sector approach
·         Help the UNDMT, HCT and UNETT to identify and address the disaster-related training needs of UNCT identified in the UN Inter-agency Disaster Response Plan, Government, and relevant humanitarian partners in areas of disaster preparedness and response, needs assessment, response, humanitarian principles, humanitarian reform, avian human influenza and others
