Background:

UNICEF, UN Women, UNFPA and collaborating partners have supported the Government of Tanzania in developing a five-year National Plan of Action to End Violence Against Women and Children (NPA-VAWC 2017/18 – 2021/22). The plan consolidates eight separate action plans addressing violence against women and children to create a single comprehensive, consolidated National Plan of Action. The NPA-VAWC combines previously supported violence response systems for women and children into one unified protection system. This system provides a framework for continuing on-going services and serves as a catalyst for the initiation of new actions. This shift is a breakthrough from previous processes where the two sectors – women and children – worked independently without any collaboration.

The NPA-VAWC emphasizes the actions needed in changing the social context of violence against women and children, challenging harmful social norms, gender inequalities, mobilizing communities to take actions to protect women and children and to create a safe environment for all Tanzanians. Thus, strengthening the impact of the diverse investments being made by government, development partners and stakeholders on the lives of women, children, families and subsequently on communities and Tanzania as a whole.

The plan is also regarded as a road map towards efforts to galvanize resources and support in ending violence against women and children. Tanzania is among the four countries globally along with Sweden, Mexico, and Indonesia, declared as a pathfinding country under the Global Partnership to End Violence Against Children. Tanzania’s prominence within the Global Partnership both reflects and serves to reinforce government commitment to provide effective leadership for implementation of NPA-VAWC.

The Integrated communications strategy will be an integral part of the implementation of the NPA-VAWC, envisioning the aspirations of creating new social consensus on ending violence as articulated in the NPA-VAWC.
