A1 The United Nations Procurement Division in New York (UN/PD) seeks expressions of interest (EOI) from qualified vendors for the provision of single phase and three phase 50 Hz and 60 Hz Heating, Ventilating and Air-conditioning Systems (HVAC) including spare parts and ancillary services as listed below for use in UN field missions worldwide. The UN is reaching out for supplier(s) that shall supply the items listed below. The intention is to award one or more contracts resulting from a solicitation that is yet to be issued, against which UN field missions may order the products as and when required. The contract's duration is likely to be initially for three years with UN's option to extend twice for a year each. A1a. Air-conditioning System - Split type cooling only up to 36,000 BTU with wall and ceiling mounted indoor and floor mounted outdoor units A1b. HVAC system - Split type heating and cooling up to 60,000 BTU with wall and ceiling mounted indoor unit and floor mounted outdoor unit A1c. HVAC system - Split type heating and cooling system 48,000 and 60,000 BTU with floor mounted indoor and outdoor units A2 If and when issued, the solicitation document (RFx) may include the following: A2.1 Detailed technical specifications, including performance requirements, drawings and warranty terms. The products must be: (a) in conformance with technical specifications; (b) compliant with international technical and safety standards for use across UN field missions, other UN offices, agencies and entities; (c) energy efficient; (d) rapidly deployable; (e) easy to install; (f) operator/user-friendly; (g) low-maintenance; (h) disposable with minimum or no regulatory requirements; (i) compact for ease of packing and handling; (j) environmentally friendly; and (k) compliant with statutory Acts and Regulations. A2.2 Forecasted quantities - not guaranteed. A2.3 Delivery terms - normally FCA seaport(s). Other delivery terms like DAP-UNGSC, Brindisi (Italy) etc. in accordance with INCOTERMS 2010 will be specified in the RFx. A2.4 After-sale service package including warranty, provision of spare parts, training of UN personnel (including on-site maintenance training in field missions), technical support, tools and equipment, as and when required. To this effect, local service providers are desirable and, if available, should have the ability to maintain and repair the HVAC systems. A2.5 Maximum delivery duration after receipt of order for each of the terms in A2.3 above. A2.6 Table for bidders to indicate production capacity per month for various types of HVAC systems. A2.7 Table for bidders to provide detailed packing scheme, quantity per pallet, quantity per 20' ISO sea container, with weight restriction of maximum nine (9) metric tonnes per 20' sea container. A2.8 Evaluation criteria. A2.9 All submissions including engineering documentation in response to the RFx must be in English only. A2.10 Bidders must accept UN General Conditions of Contract and terms and conditions of Form of Contract (will most likely be sent with the solicitation documents). A3 Mandatory requirements are likely to include the following: A3.1 Evidence of ISO 9001:2000 or national or international equivalent Quality Management certification, specifically for the manufacturing facility and for the bidder's overall quality assurance system. A3.2 Type test certificates for each item, not older than 7 years. A3.3 Evidence of experience with the identical products for AT LEAST the last three (3) years. A3.4 Letters of reference for the supply of identical products, not older than three (3) years. A3.5 If applicable, evidence that the bidder is authorised by a manufacturer to participate in the solicitation, for offering the manufacturer's product(s). Manufacturer's endorsement must indicate this EOI number. Should a manufacturer appoint a third party to respond to the solicitation and enter into any resulting contract with the UN, the manufacturer may propose only one (1) third-party representative able to fulfil multiple orders from several UN field missions worldwide, the majority being in Africa, Middle East, and Asia.
