Description
The United Nations (hereafter the "UN") through this Request for Proposal (RFP) seeks to establish a non-exclusive contract with a qualified company for the provision of International Express Mail, Document and Package Delivery Services 1. The express mail, document and package delivery services shall include the following mail categories: a. International express/time definite delivery; b. International express urgent/time critical delivery (Next Flight Out- delivery within the possible shortest time). 2. The services shall include: a. originating from New York USA to locations outside the USA; b. to be delivered from locations outside the USA to New York, USA; c. originating from locations within the USA to locations outside the USA; d. to be delivered from locations outside the USA to locations within the USA; and e. between locations outside the USA. 3. The Contractor must be responsible for providing all personnel, equipment, material and supplies, and for making all arrangements necessary to perform the services. 4. The Contractor will be responsible to provide the following services for the UN international courier mails and packages: i) The Contractor must perform daily and special pick-ups of express mail and express packages from (the times specified below are U.S. Eastern Standard Time) : a. The loading dock in the Secretariat Building (subject to change) at the United Nations, N.Y., N.Y. 10017 from Monday through Friday (excluding UN official holidays) between the hours of 4:00 p.m. and 5:00 p.m., and during the General Assembly (GA)/General Debate (GD) weeks from the middle to the end of September and other high level meetings/events between the hours of 4:00 a.m. to 6:00 a.m. due to heightened security measures(the Contractor shall be notified in advance); b. The UNICEF House – East 44th Street (Ground Floor) between 1st and 2nd Avenues from Monday through Friday (excluding UN official holidays) between the hours of 4:00 p.m. and 5:00 p.m.; c. UNDP Offices located at The FF Building (Basement) - 304 East 45th Street, from Monday through Friday (excluding UN official holidays) at pick-up times designated by UNDP. d. UNFPA – 605 Third Avenue (5th Floor Mail Operations) between East 39th Street and 40th Street from Monday through Friday (excluding UN official holidays) at pick-up times designated by UNFPA. (e.g. between 3:00 p.m. and 5:00 pm.); e. At other locations and times required by the UN; f. Contractor must make pick-ups during national and local holidays which are not observed by the UN; ii) Contractor, including Sub-contractor, must scan all shipments/mails before leaving the UNHQ loading dock. iii) To facilitate access to the UN buildings, the Contractor must submit to the UN the drivers’ name, make, model, year of the vehicle and vehicle registration plate number. Changes are allowed but the Contractor must provide within 24 hours the information for all drivers and vehicle changes. iv) The Contractor should provide pre-printed waybills with the UN as the sender/consigner, express envelopes, boxes, tubes, waybill sleeves, bags/paks etc. free of charges. At no additional cost to the UN, the Contractor shall provide, install and maintain at the UN premises the latest software (with regular update) per site for accessing its shipment registration and tracking system. v) The Contractor should provide and make available free-of-charge to the UN online services for shipping, tracking and accessing of individual account information. vi) The Contractor should equip the UN with capability to generate any length of period reports as needed from the provided system; otherwise the Contractor should submit these reports at predetermined intervals. 5. The initial contract term will be for three (3) years, with the option to extend for two (2) one-year periods at the sole discretion of the United Nations, under the existing terms and conditions.
