New clarification added: I would like to ask a questions regarding ITB/2017/641. Has the end user contacted the US State Department regarding restrictions on the export of L3 Filmless Tubes to IRAQ? Has the Iraqi government ever been approved to receive a Filmless Autogated Gen 3 version NVG with an approved ITAR export license?UNOPS Reply: If the offered image intensifier tube meets all technical parameters of theStandard L-3 EOS Gen3 CS001 tubes or L-3 EOS Gen3 Filmless tube ,then the bid will be accepted by UNOPS

New clarification added: 1- Can we offer any brand name since its complaint to the required?UNOPS Reply: any brand name will be accepted, as long as technical specifications are substantial compliant. 2- These are classified as military goods, is it UN responsibility to clear goods from Erbil airport, supplier will deliver goods DAP Erbil airport.UNOPS Reply: Yes, it is UNOPS to do all custom clearance paper work. 3. You have specified an L3 product in this specification. We represent and offer Harris NVG products and have sold NVG gunmounts recently to another UN agency. Harris is the largest Gen 3 tube supplier and are certainly in a position to fulfill your requirement with Harris image tubes and NVGs. Harris is currently supplying 85% of the US Military tube orders on the OMNIBUS contract vehicle. Will you accept an alternative to the L3 product?UNOPS Reply: any brand name will be accepted, as long as technical specifications are substantial compliant. 4. In your specifications, you omitted the most important Night Vision tube parameter, which is Image Intensifier Tube Signal/Noise (S/N) ratio. This opens the door to someone supplying you with inferior quality II tube. We strongly recommend to add S/N requirement to be at least 24, better 25.UNOPS Reply: signal to noise ratios minimum required is : 255. Figure of Merit (FOM) number of II tubes (FOM = Resolution x S/N ratio) is the other very important parameter which you omitted. We strongly recommend it to be over 1650UNOPS Reply: FOM should be minimum 1700. However, bidders can submit bids with higher specs. 6. You indicated 400 binoculars and 500 harnesses. Typically the number of binoculars and harnesses are matching. Please verify and confirm the required numbers.UNOPS Reply: Required number of harnesses should be 400 instead of 500. 7. You expressly requested product made by "L-3" (USA). Restricting supply to only 1 manufacturer means there will be no real competition. Besides L3, there are several other excellent manufacturers, making comparable or better product. That includes ITT (USA), Hamamatsu (Japan), Photonis (France) etc. Please confirm that you will accept any manufacturer, who can meet the required quality. The equipment requested is subject to Export Licence approval and the delivery date of end June may not be viable. What are the signal to noise ratios for the tube required by UNOPS?UNOPS Reply: signal to noise ratios minimum required is : 259. Is this the same requirement as ITB/2016/180, which was cancelled recently?UNOPS Reply: Yes 10. The noted delivery schedule in your query in not possible as those items need end user certificate as well us export license. Such procedure is subject to the origin authorities to issue at a certain given time, which is normally between 7-11 weeks from submission date.Based on the above we kindly ask you to adjust the delivery dates starting the date of the provision of the end user certificate.In case, you need urgently for some items to be delivered and do not need EUC than partial delivery to be allowed.The delivery can be made before End of June 2017 after get the contract signed if an order is placed before end on April ...BUT : :These items need military license from any origin Government and need you to provide us an end user certificate .The license need about 7-9 weeks minimum to get the signed documents form the government.Can I suggest delivery to be:9-11 weeks from date of End User Certificate? UNOPS Reply: Partial delivery will be accepted, as long as all ITB items can be delivered between the periods of 15 – 25 June 2017
