Tender description: UNOPS plans to engage in a Two Year Long Term Agreement (LTA) with a possibility of extension for Security Containers as defined in this tender.
Based on the results of this exercise, UNOPS intends to enter into a non-exclusive LTA with the successful Bidder for the supply of Security Containers in support of UNOPS’ operations for an initial period of 24 months with the possibility of two 12 month extension periods (i.e 24 + 12 + 12).

New clarification added: Regarding Lot 3, Line 12, Insulation. What is the required thickness and/or R-Value? Can the insulation R-Value be acheived through other methods, such as lining the walls with hardwood? Further, is the insulation required to be non-flammable if it is not exposed on any of the interior or exterior surfaces? Insulation foam is required for the storage vaults however the non-flammable feature is no longer a minimum requirement. The insulation foam must have R value of at least 6/inch, polyurethane foam or equivalent, thickness between 2 and 3 cm. Please refer to the fourth amendment for the ITB and 'Revision 2' of the Technical Bid Form which clarifies on the thickness and R value of the insulation foam. Please note that this version of the technical bid form must be used when submitting your bid. Failure to do so may result in disqualification of your bid.

New amendment added #4: Dear Bidders,Please find attached the second revised version of the technical bid form which updates the requirements for insulation foam for the storage vaults. The update clarifies on the thickness and R value of the insulation foam. Please use the version of the Technical Bid Form with the filename which begins with 'REVISION 2' when submitting your bids. Failure to do so may result in disqualification of your bid.

New clarification added: It seems that "vendor submission" on UNOPS for this ITB192 has not been updated conforme to lasts amendments as it still refers to mandatory documents for lot 1 or 2.Can you confirm it will be modified and will only contain documents in reference to lot 3 in the coming days, prior to submission deadline,Further to the last clarification issued on this topic on 3 March 2017, vendors need to select the 'no bid' option for Lots 1 and 2 under 'Lots' of the 'vendor submission' tab of the tender. When 'no bid' is selected the button changes to red. When 'bid' is chosen against the desired lot, the button remains 'green'. Selecting 'no bid' for Lots 1 and 2 will result in the 'Document Checklist' tab being updated so that you will only be required to submit documents for the main tender and the documents specifically related to Lot 3. Leaving the 'bid' option for Lots 1 and 2 will mean that bidders will still need to submit the mandatory documents for Lots 1 and 2 as well. As these two lots will not be evaluated or awarded, please select 'no bid' for them. Please also refer to the last clarification which lists the documents required for the main tender and the documents required for Lot 3 only. These documents will automatically appear under 'document checklist' when Lot 3 is the only lot chosen to bid on.

New clarification added: We understand that you cancelled lot 1 and 2 ,but still can see that upload of documents is mandatory and requested in the submit system .Please confirm that at time of submittal for lot 3 we need to leave those mandatory documents for lot 1 and 2 without uploading. ?For Lots 1 and 2, vendors must select the no bid option using the button next to these lots. By doing so you will not be required to submit the mandatory documents requested for these two lots. This will also make it possible to make a submission for Lot 3 only. New clarification added: Regarding Lot 3, lighting requirements: are you asking for 100 lumen per square meter with the doors closed? Based on the size of the units and the double doors, you will have nearly 100 lumens per square meter with the doors open on a sunny day without any lights. It seems excessive for storage space only, since these are not designed to occupied. This requirement has been updated to reflect that a suitable level of lighting should be provided for the vaults. Please refer to Revision 1 of the Technical Bid Form for this update.

New clarification added: Concerning Lot 3; paint requirements are 7mm of urethane. 7mm would be extremely thick and would likely peel away easily. A typical measurement of paint is mils, which is short of millage. Can you clarify which you require? Further to Amendment 3, Revision 1 of the Technical Bid Form now indicates that the minimum thickness for this coating should be 7mils

New clarification added: At the sentence “The container must have an internal alarm system with wireless connectivity to a remote monitoring system.”, I am just curious about how to connect with a remote monitoring system. Do you have an internet-infrastructure at sites? I need some information like which protocol you are going to use at sites.At the sentence “User friendly control panel with individual sensor arming function switches and indicator lights”, where is the panel installed, in a remote monitoring center, inside of the container or in both of them?At the sentence “Allow for audible warning if persons locked inside the unit activate the safety alarm which if not cancelled within a specific safety time, signals out to the monitoring station or law enforcement”, what kinds of signals would they be? New clarification added: Drawing Inquirieso Question 35 The drawings provided are labeled in the file name for Lot 1.1 and 1.2, however are mentioned within the Lot 2 specification, please confirm that these drawings apply to Lot 1 and Lot 2 units.o Question 36 Please confirm that only Lot 1 and Lot 2 require the pitched roof design, or otherwise.o Question 37 On the 10 foot drawing, on the short side view, provided there is a box in the bottom frame. Can you identify its purpose? It appears to be a singular fork pocket, however we do not believe that is the intent.o Question 38 Is the pitched roof intended to be a one time use installation, or is it to be designed so that the roof can be disassembled and relocated many times with the continer?o Question 39 Can you provide more detail on the drawing which shows the metal roofing, it appears to be horizontal strips that may be rolled across the trusses, however it is unclear. Are individual roofing sheets that span from the peak to the roof edge acceptable? Can galvanized material requirements be substituted for steel components that are finished with zinc rich primer and paint? There are limitations to attachment methods when using galvanized materials and subsequent increased manufacturing costs.o 4. Are the locks to be keyed or combination locks. If keyed, are they to be keyed alike or differently?o 5. Is the EN 1303:2005 8 digit code requirement applicable to only the additional locking system, or both the door locking system and the pad locks?o 6. Please confirm that the wooden framing, insulation, and wall cross section definition requirements apply only to Lot 1 and that Lot 2 or 3 may have differing wall construction materials and cross-sections per those requirements sets.o 7. Is the mesh identified to be applied to the ceiling/roof of the containers in addition to the walls?o 8. Can a cross sectional sketch of the wall be provided for clarification of the expected design. New clarification added: 1. Shipping Seal: UNOPS asked for container shipping seal valid for 5 years from date of purchase. The CSC 5 year worthiness cannot be achieved since ISO container regulations allow maximum 30 month validity even when new. We suggest 24 months CSC validity as an achievable requirement. 2. Insulation and fire protection regulations: In your specification you ask for fire resistant insulating foam with a maximum of 3 cm thickness, plus 20 mm wood inner lining. This presents problems: i. The wooden lining is flammable, even if treated with (very expensive) flame retardant paint. iia. The insulation materials and system you request will not be capable of maintaining your required internal temperature range in line item #29 iib. We recommend allowing each vendor to provide their own best value for money option with maximum technical requirements that comply, however we ask UNOPS to reconsider some of its clashing technical requirements that cannot be physically achieved. iic. Due to the multiple ventilation exists and exhausts, a 21,000 BTU air conditioner cannot maintain the required temperature range even if the best possible insulation on the market is used. Also, vents will enable dust, humidity and insects to penetrate the containers. We suggest you allow vendors to propose their own ways of ventilating the units, but if you use the same capacity AC for the 10ft and 20ft containers (which have different volumes of air to heat/cool) That will require the inside temperature to be changed to Maximum 30 °C. the heating part will require heaters since AC is working up to -7°C and also with very low efficiency.With reference to the above questions on the shipping seal and insulation/fire protection regulations Lots 1 and 2 have been cancelled further to Amendment 3. New clarification added: 3. Gun Racks: The requested racks will not allow the containers to be moved when there are weapons inside. weapon racks will allow only on side of the container to be used due to the length of the weapons, the rack and the horizontal storing We suggest vertical closed cabinets with metal racks to enable safer, better storage with more cabinets per container and ability to lock the cabinets.If client insists on the current rack design, please define measurements of the metal trunks that are located in front of the racks, seemingly blocking the way to remove weapons from the racks as well as blocking the lower vent openings.4. Humidity control: In most of these types of containers, the UN and other clients have requested to install dehumidifiers to protect stored weapons and ammunition from humidity and prevent rust. We have not seen a similar request in this ITB.5. Expanded steel mesh: From our experience, 2mm steel mesh welded to the container walls will not prevent forced entry with angle grinders, therefore the requirement is unclear. With reference to the above questions related to the gun racks, humidity control and steel mesh, Lots 1 and 2 have been cancelled further to Amendment 3. New clarification added: Regarding the mentioned ITB - ITB/2016/192, we need some clarification to better meet your exact needs:- In the document "Section I: Instruction to Bidders", it is made reference to a "Tender Particulars section", there is no such document attached in the ITB, can you confirm to what it refers? The ‘Tender Particulars’ section in eSourcing summarizes the scope of the bid, bidder eligibility details and other items concerning how bids should be submitted, how they will be evaluated and information on the type of contract to be awarded.- We only have the pdf drawings for LOT1, 10ft and 20ft SECURITY CONTAINER - ARMORY , but no drawings for the LOT 2 and 3 , CONTAINER EXPLOSIVES VAULT. Can you send them to us?With regard to Lot 3 it has not been deemed necessary to provide drawings for the vaults. Lots 1 and 2 have been cancelled further to Amendment 3. Clarifications will therefore be provided for Lot 3 and general tender related questions only. Please refer to Revision 1 of the Technical Bid Form for the updated technical specifications for Lot 3.- It is asking for waterproof units, should it be also sand proof when container doors closed?- On the drawings, there are metal trunks drawn, what does it refer to, any specs? should it be provided?- Sould it be supplied with all roof material + PV pannels stored in the container? Or does roof material + PV pannels be supply as bulk material?- What peak power is needed for PV pannels? New clarification added: o Question 29 While reviewing the specification there are door and lock requirements applied to Lots 1, 2, and 3, which differ. Please confirm that the requirements (all requirements) within each Lot are specific to each lot and there is no expectation (or that it is not implied) that the requirements from other lots may be expected within a specific lot’s requirements definition. Yes, the door requirements for each Lot will be specific to that Lot. Please note however that Lots 1 and 2 have been cancelled further to Amendment 3o Question 30 Please confirm that Lot 3 units do not require insulation or a specific wall construction.The minimum requirement for the walls is that they are anti-static and anti-sparking in nature and that the unit is suitably ventilated. Please refer to Revision 1 of the technical bid form for guidance on the insulation foam requirements for the storage vaults o Question 31 Lot 3 does not specify either insulation, ventilation, or the air conditioning option. Please confirm that these are not required for Lot 3 units.The explosive storage vaults do not require an air conditioning unit. Please confirm that this assumption is correct.With reference to Section II Schedule of Requirements, part D ‘Prior to dispatch from the manufacturer’s premises, UNOPS or its representative may inspect and/or test any or all of the goods to confirm their conformity to the contract. Such inspection and clearance will not prejudice the right of the consignee to inspect and test the goods on receipt at destination. Is there a specification of the hardwood specified?The hardwood used must be suitable to maintain an anti-static, anti-sparking nature for the interior of the explosive storage vaults as per the Technical Bid Form requirementso 22. New amendment added #3: Dear bidders,Due to the need to revisit the technical specifications for the Security Container – Armory and the Container Explosives Vault, Lots 1 and 2 shall be cancelled from this tender. These will be tendered in the coming weeks and posted in UNGM. We are unfortunately unable to deactivate Lots 1 and 2 in the system. All the documents including diagrams for these lots will therefore still appear as active in the eSourcing portal but vendors are not expected to submit a bid on these cancelled lots. This tender will therefore only include Explosives Storage Vaults (Lot 3). Please refer to the revised Technical Bid Form and Price Schedule Form which must be used when submitting your bid for this lot. The filenames for the revised documents begin with 'REVISION 1'. The revised Technical Bid Form also incorporates changes further to the clarifications provided in response to questions raised on the Lot 3 requirements. All other returnable bidding forms remain unchanged. The Schedule of Requirements has also been revised and uploaded to eSourcing.Further to cancellation of Lots 1 and 2, the clarifications posted will be in response to questions related to Lot 3 only.Please note that the deadline for clarifications has also been extended to 7 March 2017, 1700hrs New York time. Could you tell me roughly whose quantities we should prduce from Lot1 to Lot3 for 2 years, if we get the award?UNOPS Answer: We are unfortunately unable to provide an estimate of quantities that may be purchased by our various programmes.3. When we get the award and send the containers, should we dispatch our works on the sites to install the goods?UNOPS Answer: The containers should be provided with all fittings that are requested (e.g. ACs, roofing components stored inside container or already installed as instructed in technical specs). The fittings not already installed should be stored inside the containers to ensure they are not damaged during transport. The fittings not installed prior to shipment should also be easily assembled by UNOPS personnel and require no specialist skills beyond following an assembly guide. The contractor will not be required to do any site work.4. Our factory is in Korea, however, is it acceptable if we buy semi-products from China and finish them in Korea to reduce a manufacturing cost?UNOPS Answer: The manufacture method is at the discretion of the bidders as long as they are fully in compliance with the ITB technical specifications and UNOPS general conditions for goods and can be delivered within the FCA time frame specified in the tender documents

The containers should come supplied with the ACs and any other optional features already installed prior to shipment (if requested by the procuring UN agency or if the technical specifications indicate they should be installed prior to shipment). Please refer to Form D for the technical specifications for details on the optional features and requirements for installation/fabrication prior to shipment and how items not to be installed prior to shipment should be stored in the containers.2. Are these UN products exempt from customs duties?With reference to UNOPS General Conditions for Goods para 31, the UN and its subsidiary organs are exempt from all direct taxes including duties and charges in respect of articles imported or exported for its official use. For further guidance on this, please refer to UNOPS General Conditions of Contract for goods. Are the UN involved in the import clearance process in destination countries?
