Description
1. The United Nations Procurement Division, Regional Procurement Office (UNPD/RPO), hereby invites Expressions of Interest (EOI) from duly registered and qualified Companies to submit their Expression of Interest for the participation in an upcoming solicitation for the review of RSCE's Operating Model.
2. Regional Service Centre Entebbe (RSCE) being one of the largest service providers for the administrative services for UN peackeeing operatons, requires a review to optimize its services as a shared service provider. This review is required to produce a comprehensive assessment of RSCE's operations, test its maturity as a shared service provider.
3. The objective of this review is to evalute the RSCE's operating model, resources, performance management and accountability framework and to identify challenges within the current model while meeting its core objective for providing effective and efficient support functions as well as any solutions and/or improvements to the existing model based on industry standards and the best practices for share service centres.
4. The scope of this review will cover functions of a shared service centre, performance management and accountability framework including several components that includes but not limited to the following:
(a) Severice Level Agreements with its Clients;
(b) Delegation of authority;
(c) Compliance mechanisms and;
(d) A performance management framework, which fall under five main areas: systems, procedures, people, organization and client services.
5. Deliverables: The review is expected to produce a comprehensive written report providing an asssement of health of RSCE's operations and a test of its maturity as a shared service provider.
(a) This report is to provide a series of recommendations with short, medium and long term action plans based on the five main areas described under above Para No. 5 (d).
(b) The written report is to include full observations on the RSCE as a service provider and its relationship with its client missions including any challenges identified in the current approach and any opportunites of improvements using accredited industry standards and the best practices applicable for share service centres.
(c) Each proposed solution and/or improvement should include details of the required resources (including human, material and budegtary resources) and detailed timeline for its implementation.
(d) Any recommendation and proposal should take into account the operating environment of the RSCE in terms of complexity and timeline associated with changes in the budegtary and human resource and in line with corporate rules, regulations and policies.
All deliverables stated above are tentative and may alter during the actual process.
6. The review of RSCE's Operating Model includes both a desk review of all relevant documentation, as well as an on-site review including but not limited to the following:-
(a) Observation of operations;
(b) Interviews with key stakeholders with the RSCE, UNHQ, the Steering Committtee, the Client Board; and stakeholders in the client missions.
7. Companies interested in being considered for shortlisting for receipt of the UNPD/RPO solicitation document are requested to submit a written Expression of Interest, specifying the company's profile, as per Vendor Response Form attached providing:
(a) address, contact person, active telephone/fax numbers as well as e-mail contacts;
(b) Company’s registration ID number (if already registered with UN) and UNGM registration number (www.ungm.org).
c) Company must be registered in UNGM at least at Level 1 in order to be considered to participate in this UN solicitation as explained on the items listed under special requirements.
8. Note that companies that have previously submitted EOIs for similar services with the UN must re-submit full documentation as detailed above.
9. Please note, this is NOT an invitation for submission of bids. It's purpose is to identify companies that would be interested to participate in the solicitation when issued.
10. A detailed Statement of Requirements (SOR) will be provided in the future to companies shortlisted for receipt of official UNPD/RPO solicitation.
11. The UNPD/RPO will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfill UNPD/RPO’s requirement.
12. The UNPD/RPO reserves the right to change or cancel the requirements at any time during the EOI and/or solicitation process. Thus, submitting a reply to this EOI does not automatically guarantee that your firm will be considered for receipt of the solicitation when issued. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations.
13. The Expressions of Interest (EOI) may be submitted only by e-mail no later than close of business 18 January 2017 to: unesb-rpo@un.org.
