Description
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) located at the United Nations Buildings in Bangkok, Thailand is seeking the expression of interest of a Consultant firm for the implementation of a Project Management Office (PMO) to establish, set up and facilitate the implementation of the ESCAP PMO, including developing the PMO guidelines, gaining stakeholder agreement to the project plans, and developing a Microsoft Server plan and monitoring tools to support the execution of the ESCAP Administration Projects including multi-million and multi-year architecture/engineering capital projects and global service delivery projects. ESCAP Administration requires the set-up of a PMO to do thorough planning and analysis prior to project initiation. ESCAP requires project controls that closely monitor, manage risks, identify and provide timely, efficient and effective solutions to issues. The Consultant firm shall manage the implementation of the PMO and supply the skills necessary for the Project and Program Management including the Management of the project Scope, Schedule, Budget, Quality, Procurement, Risk, Change, Requirements and Monitoring. In particular, the Consultant firm shall provide Risk Mitigation, Project Planning, and incorporate processes into the PMO to ensure the success of the PMO. Scope of Work The Consultant firm shall establish a PMO on the Microsoft Project Server solution platform currently in use at ESCAP; the Consultant firm shall: • Establish and implement written project management processes, methodologies, and tools; • Be responsible for implementing project schedule, scope, budget, and monitoring tools; • Apply the appropriate areas of Prince2 methodology and PMI standard as well as documentation and processes required by the ESCAP; • Manage, shape and dovetail the current Microsoft Project Server set-up and work with the ESCAP technical team to develop system administration procedures; • Facilitate gathering and validating the business requirements relating to ESCAP projects; • Provide required processes to monitor project objectives, key performance indicators (KPIs) and project benchmark compliance to schedule, cost and quality. • Provide required monitoring reports and dashboards to status completed tasks, plans issues, risks, and risk mitigation to ESCAP upper management; and • Provide training to ESCAP staff on Microsoft Project Server and Project Management Methodologies.
