Defensive, Protective and Investigative Equipment for the Liberian National Police
This program has as its primary objective that of support to security sector reform, with particular reference to enhancing capacities for the maintenance of law and order through democratic and modern policing methods, to wit primary emphasis on the LNP as reflected in the Comprehensive Peace Agreement of 2003, reinforced in UN SCR 1509, and in support of the work of the Security Pillar of the LDRC.
Core program areas are thereby:
- Increasing personnel development within the Liberia National Police (LNP).
- Enhancing capacities of Ministry of Justice (MoJ) within the framework of the National Security Architecture
- Institutional/Operational Capacity Building,
- Programme Coordination, Management and Monitoring
5. Technical and administrative program support
The final draft of the PRS (2008-2012) for Liberia prioritizes support to SSR as a key focus for the Government of Liberia and its International Development Partners for the next four years. Therefore, the intended outcome of this proposal is one of a strengthened and consolidated Security Sector through the enhancement of operation efficiency, integrity and sustainability of the Liberia National Police (LNP) to provide a safe, secure environment in providing democratically based police service throughout Liberia.
The expected output of the project is as follows:
1. National security authorities have assumed responsibilities from UNMIL with functional civilian oversight mechanism.
2. Security personnel are aware of and held accountable for human rights standards, and operational accountability mechanisms in place.
3. Population is aware of functions and responsibilities of various agencies within the security sector and avenues for accountability to seek redress.
4. National security policy and architecture are in place and functioning in conformity with Liberia’s human rights obligations, with particular attention to violence against women.
5. Capacity development of LNP personnel in particular and Ministry of Justice in general.
In furtherance of the above, UNDP-Liberia solicits ITBs for the supply of basic defensive, protective and investigative equipment for the Liberian National Police.
Basic training is being provided jointly by UNPOL and LNP Instructors, whom have all completed both the basic police training program, field training and an instructor development course taught by UNPOL.
