Description

The PIP Framework is a broad-based partnership to improve global pandemic influenza preparedness and response. The Framework, which grew out of the re-emergence of A(H5N1) influenza in 2004, was adopted by WHO’s 194 Member States at the World Health Assembly on 24 May 2011. Section 6.14.3 of the Framework establishes an annual Partnership Contribution (“PC”) to be paid by influenza vaccine, diagnostic and pharmaceutical manufacturers using the WHO global influenza surveillance and response system (GISRS). Resources contributed are to be used to strengthen pandemic influenza preparedness and response.

 

The first PIP Framework Gap Analyses (http://www.who.int/influenza/pip/pip_pc_ga.pdf?ua=1) provided a basis for allocating PIP PC preparedness funds to strengthen capacities in five critical areas of work (AOWs): laboratory and surveillance capacity; knowledge of disease burden; regulatory affairs; planning for deployment of pandemic response supplies; and risk communications. Objectives:

The proposed consultant will work to assemble evidence for the production of the Gap Analysis II report. Gap Analysis II aims to provide a strategic analysis of what future actions should be funded by the PIP PC for the period from 2018 to 2022.  This work will require consultation with a wide range of PIP Framework Stakeholders to identify:

  • the value of achievements from 2013 to date;
  • actions that need continued funding;
  • actions that should be discontinued; and
  • new areas that can help operationalize preparedness in countries.

 

Key stakeholder interviews and an analysis of data collected from a range of existing data sources on country capacity to detect, monitor and respond to pandemic influenza will be used in the strategic gap analysis. The results, in the form of the Gap Analysis II report, will lead to a new PIP PC Implementation plan that will help allocate the PC funds to where they are most needed.

Qualifications, experience and skills

•             University degree in public health, epidemiology or related subject with demonstrated expertise in analysis of survey data;

•             Understanding of infectious disease epidemiology and public health, with knowledge of influenza;

•             Demonstrated ability to write clearly and effectively at an advanced technical level.

•             Demonstrated ability to collaborate with multiple teams and to perform independently under minimal supervision.

•             Experience within WHO or a Partnership of WHO is desirable.
