1. The UNPD Regional Procurement Office (UNPD/RPO) on behalf of the United Nations Office for Coordination of Humanitarian Affairs (OCHA) Somalia, hereby invites qualified contractors from all countries to submit their Expression of Interest for Provision of Vehicle Hire Services for OCHA in Somalia. The Contractor shall provide Vehicle Hire services to accommodate OCHA staff member or assigned non-staff who require transportation services from its premises located in cities and towns in the South & Central Region to destinations within the city; and to and from any point in the Regions. 2.Technical Requirements: a) The Contractor is required to provide One (1) Vehicle per Office on a daily basis for 6 Offices. However, more vehicles may be required on an adhoc basis. b) The Contractor should be in position to provide the vehicle types indicated below; i. 4X4 light vehicle with an engine capacity of 1.8l -2.5l, with a minimum seating capacity for 4 passengers and a separate seat for driver; ii. 4X4 light vehicle with an engine capacity of 2.5l – 3.5l, with a minimum seating capacity for 6 passengers and a separate seat for driver; iii. 4X4 Pick-Up Single or Double Cabin iv. 4X4 Armored Vehicles with a minimum seating capacity for 4 passengers and a separate seat for driver they must have a certificate of compliance on level of armoring must be provided. c) The Vehicles should be available 16 Hours Daily. d) The Hire Vehicle(s) shall be in sound mechanical and physical condition throughout and be maintained in safe operating conditions at all times. The Contractor shall bear full responsibility for the preventive and remedial maintenance of the vehicle. e) The Vehicles should be less that Nine (9) years old i.e. Year of Manufacture is 2007 and above. f) The Contractor shall ensure tha all drivers of the Vehicle(s) have a minimum of 3 years’ experience with driving commercial passenger vehicles, in addition to meeting all minimum standards as required by Somali Law. The Contractor shall ensure that Drivers possess valid operating credentials and licenses in their possession while the vehicle(s) is being driven. g) The vehicles will be fully registered with the government. Proof of the registration must be provided, with copy of vehicle log book submitted prior to award of Contract.The Contractor should have prior experience in providing vehicle hiring services in Somalia. 3. Regions of Perfromance a) South Region of Somalia b) Central Region of Somalia c) Puntland Region of Somalia Vendors are required to have capacity to operate in at-least one of the Regions above. 4. The contractual requirements are intended to be for a period of One (1) year with a possibile extension of one, 1 year period. 5. Companies interested must ensure that they have the resources and capacity to meet OCHA’s requirement, including but not limited to license/authorisation issued by the Local Governing Body to provide Vehicle Hire services in Somalia, proof of agreement(s) that the company currently provides this service to a reputable organization, availability of experienced and lincenced drivers, Evidence or ownership or accessibility to the required vehicles. 6. Companies interested in providing the above services are invited to express their interest by submiting the Vendor Response Form below, along with the following details: a) Company’s address, contact person, telephone/fax numbers and e-mail; b) Company’s registration number (if already registered with UN) and UNGM registration number (www.ungm.org). 7. As the vendor express's interest in the planned solicitation by submitting the response form, they are strongly encouraged to verify and ensure that the vendor is registered under their full legal name with the UN Secretariat on the United Nations Global Marketplace (www.ungm.org). 8. Note that companies that have previously submitted EOI's for similar services with UN must also submit the Vendor Response Form below with the required details. 9. Please note, this is not an invitation for submission of bid or proposals. Its purpose is to identify companies that would be interested to participate in the solicitation when issued. 10. The UNPD/RPO will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information. 11. The UNPD/RPO reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations. 12. The expressions of interest (EOI) is to be submitted by e-mail to unesb-rpo@un.org no later than 22 August 2016 and clearly marked with the inscription “Provision of Vehicle Hire Services for OCHA, Somalia". 13. EOIs not addressing the above criteria to the satisfaction of UNPD/RPO shall not be considered for the solicitation to bid, if and when issued. UNPD/RPO reserves the right in selecting the invitees for the solicitation and mere expressing and interest would not automatically warrant for solicitation document. 14.
