The World Health Organization (WHO) Solomon Islands hereby invites all qualified and reputable contractors to apply for eligibility to qualify for the Organization's requirements for Request for Proposal (RFP). The objective of this Expression of Interest (EOI) is to identify potential suppliers to carry out the initial phase of the refurbishment project - conceptualization, design and lay-out/space development.  

Summary

The following information has been produced taking into account the GP RMNCAH KOICA concept note, the Monash University Health facility costing survey, the MHMS Medium Term Development Plan and the MHMS infrastructure Health Facility master plan, relating to information and requirements for refurbishment or construction of medical facilities within Solomon Islands. This report is now the Concept Note for AHC redevelopment on Guadalcanal Province.

Introduction

Guadalcanal is the principal island of Guadalcanal Province and home to Honiara, the capital of the Solomon Islands, in the South-western Pacific. Guadalcanal is a landmass of roughly 5336 square kilometres, occupied by a population in excess of 100,000 (2015 estimate) covered with dense tropical rainforest and a mountainous interior. The Monash University health facility costing survey identified that GP has the highest population to facility ratio for lower level health facilities within the country and ranks poorly in comparison to other provinces in terms of finances spent on infrastructure maintenance and cost of logistics. This has combined to result in a poorly maintained lower level health facility network, especially on the more remote weather coast. The DHIS2 data records system illustrates that outside of hospitals, AHCs provide the greatest number of services and receive the highest patient loads (indictor as outpatient visits). The recent (2016) health facility survey for GP identified that many AHC and RHC have infrastructure and physical services deficiencies, including damage to roofing, floors and windows, poor water and electricity supply, lack of staff housing and poorly maintained essential equipment.

Existing facilities

There are a total of 44 health facilities currently operating within GP – 6 Area Health Centres (AHC), 14 Rural Health Centres (RHC) and 24 Nurse Aid Posts (NAPs). All 6 AHCs were included on the priority list of redevelopment by the SIG and MHMS, only 1 (Marau AHC) has been redeveloped so far. The Grove AHC is located as part of the Good Samaritan mini-hospital and functions partly under the auspices of the Catholic Diocese. The current 3 highest priority AHCs for redevelopment are Aola AHC, Avuavu AHC and Tangarare AHC. The MHMS and GP Health offices have requested WHO support for refurbishment of these 3 facilities.

Scope of AHC Redevelopment

This Expression of Interest (EOI) is to complete a design plan and redevelopment documentation for Aola AHC, Avuavu AHC and Tangarare AHC. The awarded supplier/contractor will be required to meet with GP Health staff and WHO project manager to discuss the requirements of each of the facilities as guided by the MHMS Infrastructure master plan. The supplier will be required to travel to each of the AHC sites to measure and document the existing health facilities, creating scaled drawings of the existing health facilities and infrastructure components relative to the MHMS infrastructure master plan, including water and power supply and the location of services within the existing facilities. A site location plan, existing site plan including access and location of staff housing and an as built floor plan are required. The supplier will be accompanied by the Guadalcanal Infrastructure advisor and WHO GP project manager and any other GP staff deemed necessary to inform the design and redevelopment process.

Aola AHC – is located on the north eastern coastline of Guadalcanal within Health Zone 5 and provides services for 30+ communities.

Avuavu AHC – is located on the central Weathercoast within health Zone 3 and provides services for 40+ communities.

Tangarare AHC – is located on the western Weathercoast within health Zone 2 and provides services for 50+ communities.

All 3 sites require the following scope of service:

1.1  Site Visit – confirm all technical requirements to complete the design and prepare a comprehensive set of construction documents.

1.2  Site Survey – prepare a topographic survey of the existing sites within the cadastral boundaries / health facility land parcel and include all significant land features such as streams and vegetation.

1.3 Sketch plans – prepare a detailed master plan for WHO/MHMS GP approval prior to commencing construction documents. The master plan should also demonstrate the location for an additional staff house if staff housing requirements are not in line with the MHMS RDP

1.4  Construction documents – detailed construction documents are required, suitable for lump sum tendering by an experienced contractor. Provide architectural specification and Bill of Quantities documents suitable for tendering. A separate set of standards drawings will be provided by the MHMS/WHO and the supplier/contracting firm will be required to use these as a basis for preparing an individually tailored set of documents for each of the 3 sites. Drawings to be prepared by the supplier/contracting firm must include as a minimum

  • Cover sheet with site location details
  • Site plan and set out plan
  • Hydraulic plans including water storage
  • Electrical services plan for solar
  • Drainage plans and septic details

1.5 Tender support – WHO will require a public tender process open to all eligible suppliers for the final and implementation phase of the project. The awarded  supplier/contracting firm will assist WHO in preparing the bidding documents, conducting a pre tender briefing, providing technical analysis of the submitted tenders and preparing a tender evaluation report for approval. Following notice of approval from WHO the supplier/contracting firm will assist in preparing contract documents for signature by all parties and the conduct of a start-up meeting with the successful contractor.

1.6  Construction supervision – throughout the course of the construction timeframe the awarded supplier/contracting firm will arrange for site inspections to coincide with set milestone payment points to verify work is in accordance with the contract and of a suitable standard. Allow for site inspections at the following stages:

  • Roof and framing completion
  • Following final fit out to lock up stage
  • Acceptance and practical completion
  • Final completion

1.7 Contract Administration – the awarded supplier/contracting firm will act as project manager for the construction period and provide advice to the WHO on financial and contractual issues as required. The consultant will prepare a progress payment certificate with a separate photographic report confirming progress on the contract for each milestone payment schedule. The awarded supplier/contracting firm will prepare a detailed contract report on the project at the acceptance and final completion stage confirming all financial and progress matters.

Following the visiting of each of the health facilities the awarded supplier will be required to meet with the GP RMNCAH steering committee to discuss the proposed redevelopment plan for each of the health facilities and create a project document outlining the required renovation and building components in a design brief. This document must be technically sufficient to guide the construction supplier in their work of redevelopment and procurement of supplies.

Ministry of Health Requirements

As determined by the MHMS infrastructure department specific components in design and layout are required for a health facility to meet compliance. All 3 facilities within this brief are to meet Area Health Centre Level 1 requirements. The client will provide the MHMS standard designs for AHC and a costed estimate for AHC construction as a guide. Land and title documents will be provided by the Guadalcanal Provincial Health Office. A tour of a standard AHC which has been recently refurbished will be available to act as a guide of building quality.

Climatic conditions

All of the AHC are located within close proximity to the ocean and face robust and variable weather conditions, ranging from high temperatures, heavy rainfall and possible strong winds. These considerations should be used when selecting suitable materials not defined in the MHMS master plan.

Experts required

The consultancy team will include the following key experts

  • Principal project manager and team leader
  • Project architect
  • Structural engineer and
  • Quantity surveyor

The time inputs of the above experts and all support staff will be shown in the tenders' technical proposal. The required qualifications and experience of the above ley experts are as follows:

Principal project manager

  • Completed university in a relevant field
  • Registered professional with recognized professional organization
  • At least 20 years of relevant professional experience
  • Successfully completed similar assignments in the pacific context with experience in Solomon Islands

Project architect

  • Completed university in a relevant field
  • A licensed architect from a recognized professional organization
  • At least 10 years relevant professional experience
  • Successfully completed similar projects in the Solomon Islands

Structural engineer

  • Completed a university degree in structural and civil engineering
  • Registered professional engineer from a recognized professional organization
  • At least 10 years relevant professional experience
  • Successfully completed similar projects in the Solomon Islands

Quantity surveyor

  • Completed a university qualification in a relevant field
  • At least 10 years relevant professional experience
  • Successfully completed similar projects in the Solomon Islands

In order to be considered, interested entities should submit the Reply Letter quoting Tender Notice No 48445 for WP/16/SLB/BID 01 as subject to all submissions including the following pre-qualification documents:

a. Company Profile- including organization chart and number of staff
b. Reference list of expertise including CVs of key experts 
c. Certificate of Company Registration
c. Certificate of Good Financial standing
d.  List of Previous clients'
e. Authorization letter to WHO/WPRO to verify and validate authenticity of the documents submitted

The terms of this Invitation for Expression of Interest are informational and will become effective and enforceable when a definitive agreement is executed.

WHO/WPRO reserves the right to reject, qualify or disqualify any or all suppliers/contractors during the Pre-qualification process. WHO also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents.

Submitting a reply to a call for expression of interest for pre-qualifications does not automatically guarantee receipt of the solicitation documents when issued. Invitations to Bid or Requests for Proposals and any subsequent purchase order or contract will be issued in accordance with the rules and procedures of WHO.
