Consultancy for preparing a Classroom Observation instrument for the Teacher’s Performance Evaluation as foreseen in the Teacher Reform Law and the Design Implementation of the Educational Institution

United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:

The objective of the service is Validate a classroom observation instrument, and design procedures and training modules and certification for its application, and implement it in the specialization aimed at all IIEE (Educational Institutes) administrators, to favor an appropriate, fair and equitative evaluation of Basic Regular Education teachers’ performance, in the framework of the implementation of the LRM (Law of Magister Reform).

To implement the consultancy for preparing a Classroom Observation instrument,  the contracted provider must develop eigth core activities aiming at validate the classroom observation instrument; designing self-instructional modules and presential training and certification of the trainers responsible for training the IIEE administrators.

To perform the service, the Institution must develop the following activities:

1. Elaborate the workplan
2. Validate the classroom observation instrument
3. Establish a codified master videos bank
4. Design of the self-instructional module of virtual training
5. Design of the self-instructional modules of preparation for certification and certification exams.
6. Design of the presential training module to IIEE administrators for the application of classroom observation.
7. Design and implementation of the presential certification module and certification for the trainers responsible for the training to the School Principals.
8. Reproduction of the training kits and preparation for the School Principals certification.
