Description
1. United Nations Procurement Division (UNPD), in consultation with UN Headquarters Department of Safety and Security (DSS) in New York, is seeking companies to bid for the provision of a software and/or hardware based facial recognition system for UN Headquarters at New York City, NY.
2. The following key system characteristics are MANDATORY:
a. Compatibility with existing CCTV existing IP CCTV cameras
b. Compatibility with existing UN IT infrastructure
c. Alert and log of positive matches providing ID, time and location of the person in real time
d. Management of user profiles and permissions
e. Operates in an isolated secure network
f. Detailed log of all application activity, including permission changes, data import/export, system failure, error reporting, etc).
g. Facial Recognition and matching system must be reliable, fast, accurate and user friendly
h. Full technical support and warranty
3. The other characteristics are desirable:
a. minimal impact to existing UN infrastructure
b. capability to link and/or import data from existing 3rd party database (eg: NYPD, Crime Stoppers, MADD, NY & Dept of Justice National Sex Offender Registry, FBI, Interpol, CIA, etc).
4. As part of the bid evaluation, a mandatory, temporary UNHQ on-site trial installation is required prior to award. For the Trial Installation, the following will be required:
a. Provision of all components required for facial detection, including but not limited to software, hardware, accessories and peripherals for optimal functionality
b. 3 separate locations in various conditions to be installed and tested in 3 different scenarios (eg: poor or low light, disguised faces, high traffic areas, etc)
c. Use of 3 separate UN CCTV cameras and feeds, the results of the recognition will be analysed from a central station
d. The Vendor has the option to provide their own camera for one of the three scenarios for high security venues and optimal recognition
e. If opted for, the Vendor will be responsible for supply, installation and operation of their own cameras
f. Vendor will also train UN staff on operation and use of their camera in order to run tests and scenarios
