Provision of Freight Forwarding Services and Related Services

The United Nations Procurement Division (UNPD) will be soliciting proposals for the subject services. The resulting contract(s) with up to five (5) qualified vendors will be on a "non-exclusive", "as and when required" basis for a period of three (3) years plus two (2) extension periods of one (1) year each, at the UN's sole option, for use by the UN Headquarters in New York, USA (UNHQ), UN field missions (Missions), UN offices away from UNHQ (OAHs) and other UN entities. Scope of Work: 2. The UN requirement includes, but is not limited to, the following services: 2.1. Multi-modal (door to door, door to port, port to door, etc) transportation and related services of shipments of UN Owned Equipment (UNOE) and Contingent Owned Equipment (COE): a. originating from suppliers of goods to UNHQ, the Missions, OAH and other UN entities; b. originating from UNHQ, the Missions, OAHs and other UN entities to non-UN related organizations and entities; c. between UNHQ, the Missions, OAHs and other UN entities; d. originating from Troop or Police Contributing Countries (TCCs and PCCs) to the Missions; e. originating from the Missions to TCCs and PCCs; and f. inter-Missions transfer of UNOE or COE. 2.2. Related services may include, but are not limited to: a. import and export customs formalities, and local delivery within the New York Tri-State and Mission areas; b. consolidation, export packing, palletizing, shrink-wrapping and marking/labeling of products for shipments from suppliers of goods, UNHQ or other UN entities; c. air/sea/surface freight shipment of conventional cargo; d. air/sea/surface freight shipment of dangerous goods (DG) cargo; e. air/sea/surface freight shipment of temparature sensitive products; and f. provision of warehousing facilities (preferably bonded warehouse) for air/sea/surface shipments imported to/exported from the UNHQ, the Missions, OAHs and other UN Entities. Qualifications: 3. Companies that desire to receive the solicitation documents and submit proposals should: 3.1 have required permits, licences, authorizations, experience, facilities and resources for the provision of the required services; 3.2. have a strong global representation; representation is especially important in the areas of the UN's duty stations (list of Missions, OAHs and other UN entities included below); 3.3. have an established system (web based preffered) or method for registration, tracking and reporting of the status of shipments worldwide with Electronic Data Interchange capability; 3.4. be able and willing to enter into a "non-exclusive" and "no monetary value or minimum amount of services guaranteed" contractural arrangement; 3.5. be able to provide to the UN freight forwarding services on a priority basis, when required; 3.6. be registered on UNGM as suppliers for UNPD. Statistical Information Contractors shall be requested to provide the subject services with the total estimated freight value not to exceed $40,000 per shipment. This threshold may change prior to issuance of the solicitation, however the threshold will be included in the issued solicitation. For value in excess of the established threshold amount, the requirement would be tendered to all eligible freight forwarders currently registered with UNPD.
