Inmarsat BGAN Post-paid SIM Cards 1.UNMIL GITTS is the custodian of 12 Inmarsat BGAN mobile satellite terminals used for back-up voice communications services within the Mission. 2.UNMIL GITTS wishes to solicit for Inmarsat BGAN Post-paid SIM card subscriptions to be used with the Mission’s existing Inmarsat BGAN terminals. The SIM cards should be enabled for use on Voice calls only. Once activated, the Post-paid SIM cards will be billed monthly according to the usage. 3.The initial duration for the service should be for 12 months with the possibility of extending the services for two more 12 month terms on the same terms and conditions. The service NTE duration will be 36 months in total. Thuraya Satellite Phones SIM Cards 1.UNMIL GITTS is the custodian of 60 Thuraya Satellite phones used for back-up voice communications services within the Mission. 2.UNMIL GITTS wishes to solicit for Thuraya Pre-paid SIM card subscriptions to be used with the Mission’s existing Thuraya hand-sets. The SIM cards should be enabled for Voice calls and SMS messages. Users should be able to make calls across Satellite and Terrestrial networks, and SMS messaging on demand. Once activated, the Prepaid SIM cards should be able to have Reload vouchers added to their account. 3.The initial duration for the service should be for 12 months with the possibility of extending the services for two more 12 month terms on the same terms and conditions. The service NTE duration will be 36 months in total. 4.UNMIL GITTS also requires 60 Thuraya ECO Recharge Scratch cards of minimum 160-Units or 32MB equivalent value each. In summary, the total number of SIM card Subscriptions required for BGAN are 12, while for Thuraya the SIM Card Subscriptions requirement is 60. The total number of both SIM card Subscriptions are 72. The Vendor must specify the following: 1.The ability to provide both BGAN and Thuraya SIM Card subscription, including Recharge Scratch cards. 2.The One-time cost of the Post-paid BGAN SIM cards. 3.The One-time cost of the Thuraya SIM Cards. 4.The Activation fee where it applies. 5.Whether the Thuraya SIM cards initially come with pre-loaded units of airtime, or it is requirement to purchase Recharge Scratch cards along with the subscription to start making calls. 6. Whether after expiry the Subscriber will have a grace period to renew during which incoming calls are still possible 7.Specify the Post-paid call billing rates that apply to various networks within and outside the Service Provider’s home network. 8.Specify the Prepaid call billing rates that apply to various networks within and outside the Service Provider’s home network. 9.Specify the incremental call billing rates. 10.Specify SMS billing rates. 11.Service Provider must generate and send electronic billing by the 4th of every month for calls made during the preceding month. 12.Ability to pre-set monthly calling limits for each line and block or alert the Customer’s Billing department when the pre-set limits are exceeded. 13.Whether Service Provider will provide a dashboard portal to the Mission for real-time monitoring and verification of telephone voice calls made for each line upon demand.
