The purpose of this Request for Proposal (RFP) is to seek proposals from qualified Companies to review both global- and field-level cluster coordination models and their efficacy in order to inform the decision on what leadership structures should be established for the GBV AoR at global level.

A review, based to a large extent on existing reports and analyses, including the GBV AoR governance review, will be undertaken considering both global-level cluster coordination models and their efficacy, and leadership required for effective field-level GBV response. The aim of this review is to determine which institutional structure/ model is best suited to support the needs on the ground, while aligning to global best practice and emerging lessons learned for cluster leadership.

The review will consider the following:

 Global models for cluster coordination and emerging good practices in cluster leadership structures

 Barriers to effective field-level GBV response and if/how these could be addressed through enhanced global-level AoR coordination support, based on criteria agreed to by the Strategic Advisory Group.

This review project shall start immediately pursuing contract award and must be completed before the end of 2015.
