Intention to Proceed on a sole source basis on an academic study on foreign fighters and human rights
The United Nations Office in Geneva is considering proceeding with a sole source award for the following service:
To produce an academic study for the Rule of Law, Equality and Non-Discrimination Branch (ROLENDB) of the Office of the High Commissioner for Human Rights (OHCHR) on the impact that measures taken to stem the flow of foreign fighters have on human rights, with particular attention to the right to privacy and to freedom of expression. Specifically, the objectives of the study will be:
- To examine in detail some of the human rights impacts of measures to combat foreign fighters, building on the existing work of OHCHR, and others, and focusing specifically on rights to privacy and freedom of expression;
- To link together the impact in terms of the different rights at stake. For example, the study shall look at the linkages between the rights to freedom of expression and privacy, where surveillance may have a chilling effect on freedom of expression. It will also examine the role of businesses in these activities and the human rights implications of their involvement; and
- To set out parameters afforded by international human rights law against which such measures can be evaluated, and in this process helping to conceptualise and delineate some of the work in this area.
The supplier must fulfil the following criteria:
- An accredited academic institution, with at least five years of experience in conducting applied research on international human rights law (including in armed conflict) and international humanitarian law,
- Proven track record of issuing high-quality publications with international reach in these areas,
- Proven research experience on the specific issue of foreign fighters and counter-terrorism legislation.
- The Institutional Contractor must have work experience with OHCHR, in particular in producing reports and studies on international human rights law (including in armed conflict) and international humanitarian law issues.
