EOI –STAMP SECURITY PRINTERS FOR PRINTING OF UNITED NATIONS STAMPS, PRESTIGE BOOKLETS and FIRST DAY COVERS SAMPLE PRINTING OF WORLD HERITAGE STAMPS, PRESTIGE BOOKLETS AND FIRST DAY COVERS IMPORTANT: VENDOR MUST PROVIDE SAMPLES OF GOLD-FOILSTAMPS, PRESTIGE BOOKLETS AND FIRST DAY COVERS I. PRINTING OF STAMPS – The stamps will be printed in six denominations as follows: 49 cents; $1.15; F.s. 1,40; F.s.1,90; Є 0, 90; Є 1,70 PRINTING AND PERFORATION: The stamps will be printed in offset plus gold foil in sheets of 20. There will be four stamps across and five rows down with even margins of no more than 10 mm around the sheets, perforated through the margins to the edges of the sheets on all sides. No control numbers, guide marks, staple marks, creases, blemishes, colour smears, indications of manufacturer's name, or any mark whatsoever should appear on the margins, except the requested marginal inscription and printer’s colour bars. SECURITY FEATURE: Each stamp should have a security feature, which is an ultraviolet (UV) luminescent mark to maintain the authenticity of the stamps. The UV luminescence security feature is short wave that is to be activated by UV lamp to show Ultra Violet color and is to be transparent in normal daylight. SIZE: The size of the six stamps will be 50 mm horizontally by 35 mm vertically. The printer should advise the number of perforations per two centimetre measurement to UNPA with quote. MARGINAL INSCRIPTION: Four marginal inscriptions will appear on each sheet. The inscription should appear twice in the left margin and twice in the right margin opposite the second horizontal row from the top and second horizontal row from the bottom. The marginal inscription will consist of the UNESCO emblem with text UNESCO placed above the emblem and the year 2012 below the emblem. PAPER AND GUM: Finest quality bright white pre-gummed postage stamp paper, coated if possible, approximately 105 grams/M2 (including gum) with special postage stamp gum to be used. Paper to be gummed with non-blocking and highly adhesive gum (for tropical climates). There should be no curling of the stamps, either in sheets, strips or individual units. Printer must be able to submit sample stocks with gold foil for approval. II. PRINTING OF WORLD HERITAGE –PRESTIGE BOOKLETS PRINTING: Three different booklets – New York, Geneva and Vienna. Four colour process plus gold foil with Security Feature. STOCK: Cover - White silk finish board 250 gm2 (recycled) or equivalent. Text page - White silk finished paper 115 gm2 (recycled) or equivalent TEXT PAGE - Total number of 12 leaves. Throughout the booklet, black plate changes. Colour work remains consistent and unchanged throughout each version. STAMP PAGES - 6 stamp pane leaves (each page contains a block of 4 stamps). Plate changes in the colour and black plates on stamp pages. SIZING - Trim size - 172 mm x 92 mm includes gutter/spin allowance BINDING - Trim all leaves, gather to books. Thread, sew and tape spine with black adhesive tape or use other alternate binding method without staples. PACKING: The completed prestige booklets must be shrink-wrapped in lots of 25 with thin cardboard on top and bottom of package. Each lot of 25 should be marked with the appropriate contents - (quantity and description). Each carton is to be clearly marked to identify the contents and the quantity. Example: (World Heritage - 300 booklets) III. PRINTING OF FIRST DAY COVERS WITH PRINTED ARTWORK (THERE IS NO AFFIXING OR CANCELLING OF STAMPS TO FDC’s) PAPER: White, special envelope, 120gm2. (Stock to be submitted with quote) PRINTING: Offset four colour process (CMYK), plus PMS 874, plus gloss spot varnish. MANUFACTURING: Folding and formatting after printing, non-adhesive flap, turned in. FORMAT: Standard size: 165 x 90 mm Jumbo size: 262x 180 mm ARTWORK: To be provided by UNPA PACKAGING: Standard size envelopes – In form fitting boxes of 500 each Jumbo size envelopes – In form fitting boxes of 250 each SPECIAL NOTE: Boxes are to be labelled with name of issue and quantity PROOFS: Vendor is to provide proofs of all first day covers to UNPA for approval. SPECIAL NOTE: VENDOR MUST COMPLY WITH EXACT SIZE OF FIRST DAY COVERS. PRINTED SAMPLES MUST BE PROVIDED TO UNPA BEFORE COMMENCEMENT OF PRODUCTION. PROOFS – STAMPS, PRESTIGE BOOKLETS, AND FIRST DAY COVERS: All colour proofs should be submitted to the UNPA, New York office at the address below. In the event that there will be changes in the proofs due to printer’s omission, no additional costs shall be borne by UNPA. Any additional cost during this printing stage will have to be approved by UNPA in writing PROGRESSIVE AND IMPERFORATE SHEETS Two sets of progressive proof sheets including two sets of imperforate completed sheets should be sent to: United Nations Postal Administration, NY New York, NY 10017 U.S.A. CONFIDENTIAL (marked on envelope) COMPLIMENTARY SHEETS Twenty-five (25) completed sheets of each denomination to be sent to: United Nations Postal Administration New York, NY 10017 U.S.A. CONFIDENTIAL Ten (10) completed sheets of each denomination to be sent to: United Nations Postal Administration Wagramerstrasse 5 Internationales Zentrum Wien Vienna, Austria CONFIDENTIAL (marked on envelope) PACKING AND MARKING: Stamps shall be completely packed in wrapping paper, or shrink-wrapped, 100 sheets in a tamperproof with paper separations between each 50 sheets, five tamperproofs to a manufacturer's package of 500, both tamperproofs and manufacturer's packages to be marked clearly on the outside to indicate name of issue, denomination and quantity: 2015 World Heritage 49 cents (plus quantity) 2015 World Heritage $1.15 (plus quantity) 2015 World Heritage F.s. 1,40 (plus quantity) 2015 World Heritage F.s. 1,90 (plus quantity) 2015 World Heritage Є 0,90 (plus quantity) 2015 World Heritage Є1,70 (plus quantity) Good quality firm cardboard must be used both on the top and bottom of the tamperproof of 100 sheets and the manufacturer's package of 500 sheets to prevent creasing and other damage to the contents. An imprinted paper seal bearing the manufacturer's imprint must be used on both the tamperproofs of 100 sheets and the manufacturer's packages of 500 sheets which may be packed in wrapping paper or shrink-wrapped. Packages should then be packed preferably in strong wooden packing cases or reinforced heavy cardboard boxes with sufficient packing material to prevent damage. Printer will be liable for any product damages due to unsatisfactory packaging or damage incurred during shipping. SHIPMENT OF STAMPS, FIRST DAY COVERS AND PRESTIGE BOOKLETS Vendor must be able to ship products to both the UNPA New York and UNPA Vienna offices To New York: United Nations New York, NY 10017 To Vienna: United Nations Postal Administration Vienna, Austria If the Purchase Order is “DDU” printer must inform its freight agent/forwarder in advance for the delivery of stamps to UNPA. Any storage fees that may be incurred should be borne by the printer. INSPECTION: The printer shall ensure that the stamps delivered meet all United Nations specifications as finally agreed. It is understood that the printer shall carefully inspect all stamps prior to shipment to ensure that all specifications are in accordance with the highest philatelic standards. It is further understood that should defects in the stamps be detected during the initial inspection, the United Nations will have all stamps in the consignment inspected at costs at which such inspections can be obtained in New York, Geneva and Vienna and debit the printer in the amount thereof. Before undertaking such inspections, however, the United Nations shall inform the printer of the defects detected and, if possible, do so before the issue date to give the printer an opportunity to replace the defective consignments. REJECTIONS: Further, should the printing, or any portion thereof, as determined by the United Nations be of unacceptable quality or totally unsuitable for sale or use by reasons of poor philatelic quality, the United Nations reserves the right to reject the entire consignment, or portion thereof, and debit the printer in the unit amount as specified in the order. These Instructions for Printing shall form part of any contract/purchase order between the printer and the United Nations. Any deviation from the instructions and specifications contained herein must be approved in writing in advance by the United Nations.
