Description
The United Nations Mission in the Republic of South Sudan (UNMISS) hereby solicit Expression of Interest (EOI) from qualified Contractors for the Provision of Supply Chain Management Training Services to UNMISS personnel either at the UN Regional Service Centre in Entebbe (RSCE), Uganda or at the UNMISS Logistics Base in Juba, South Sudan as stated herein. Introduction: The objective of the Supply Chain Management Training is to enable participants to add value to the Mission's operations through: a) Ensuring that all procurement is made from suppliers who have been assessed as being able to deliver the specified technical and quality requirements. b) Reducing the cost base, controlling quality, improving operational efficiency and protecting the commercial position of UNMISS. c) Optimizing the decision to source internally from the external supply chain d) Optimizing the size of the supplier database. e) Delivering controlled and predictable supply outcomes f) Applying a common graded approach to Quality Management in the supply chain g) Aligning sub-contracts and processes with customer requirements Description of General requirements: 1. The institution that will be contracted to deliver the training in supply chain management shall be an internationally accredited and recognized training institution approved by the relevant international standards agency authorizing the conduct of the training and award certificates. For this reason, the curriculum to be used for the supply chain management training must be a duplicate of the internationally approved Training and Development Institute curriculum. 2. The target audience for this programme are Mission personnel from the Mission Support Division involved in the supply chain management process from initiation of supply requirements to delivery of goods and services and completion of works. 3. The training will be conducted in two (2) sessions in March and April 2015. Each session will cater for up to 25 participants making a target audience of 50 trainees for both sessions. 4. The training institution will conduct a pre-training learner analysis so as to familiarize with the level of learners, the unique issues in various Mission's supply chain departments/sections and the Mission at large so as to customize the training content. 5. The training sessions will be conducted either at the UNMISS Logistics Base in Tomping, near Juba International Airport, Juba, South Sudan or at the UN Regional Service Centre in Entebbe (RSCE), Uganda. The actual training venue will be disclosed at the time of solicitation. 6. The Service Provider must use participatory training methodologies and Adult Learning concepts in the delivery of the programme to adequately benefit the trainees. 7. The Service Provider shall be responsible for all travel, accommodation and subsistence allowance arrangements for its training consultants. 8. The Service Provider shall be responsible for providing all training materials required in the training including but not limited to manuals and hand-outs to participants as hard copies.
