Request for a Consultancy Assignment; Technical Assistance to the Ministry of Education for the Review of the Education Act (Act No.16 of 2001), Government of the Republic of Namibia
Due to ongoing developments in the Namibian education sector towards inclusive quality education for all, the Government of Namibia has decided to review the Education Act of 2001 (Act No. 16 of 2001). Thirteen years since this Act has been assented to, Namibia has made great strides in achieving education for all and has set national development priorities that impact on the education sector through the National Development Plan (NDP4) and Vision 2030. In view of these changes and other national policy developments, there is a clear need to review the current Education Act to reflect the right based evolvement of the education sector and alignment to the National Development Plan.
In support of the Ministry of Education, UNICEF is seeking the services of an institutional service provider with the relevant skills and experience to assist the Ministry in the review of the Act. The consultancy/service provider will be required to work closely with the Ministry of Education, Division: Audit Standards and Quality Assurance under the Directorate: Programmes and Quality Assurance (PQA) to implement a participatory review process that includes all relevant stakeholders in all 14 regions of Namibia. This includes 14 regional consultations that includes; Government, Civil Society, Statutory School Bodies such as School Boards and children. The consultancy/service provider will be required to provide administrative support in organizing, facilitating and documenting these consultations and ensure that inputs are included in the revised draft Act as appropriate.
A high level steering committee is formed by the Ministry to oversee and guide the Education Act revision process. The review will be managed by a dedicated team led by a Chief Inspector of Education in the office of the Minister of Education and together with the PQA and Adult Education Directorates. The objective is to achieve a rights based, inclusive Education Act with detailed provisions through a participatory and democratic process.
