Description
The United Nations (UN) is seeking a long term large pax ferry vessel, on an “on-call” basis, to provide passengers sea transport services for up to 1000 pax between ports in Lebanon and Cyprus in support of the United Nations Mission in Lebanon (UNIFIL). The selected vessel(s) will be expected to provide acceptable levels of flexibility and responsiveness to the requirements of the UN mission(s). Vendors are encouraged to propose alternative solutions that may be considered at the UN’s sole option. (i.e. using two or max. three ships instead of one). Vendors would be required to position the vessel(s) to Lebanon when activated within the specified mobilization window and complete the movement of up to 1000 pax within 24 hrs. The services to be provided shall included, but not limited to : - Emergency evacuation of UN and other designated personnel to, from and between the below-mentioned ports. The likely seaports to be used in Cyprus are: Larnaca (primary) and Limassol and Famagusta (alternates). The likely seaports in Lebanon are: Beirut (primary), Tyre (alternate) and Saida (alternate). The vessel(s) need to be capable of entering the above-mentioned ports and capable of loading and discharging cargo and personnel. The Vendor is to guarantee that the proposed vessel(s) can be in Beirut port (or alternate port as required), ready to load in all respects within no more than 72 hours or within the time frame declared whichever is less after activation notice of this “on-call” arrangement by the UN (UNHQ or UNIFIL HQ). The vessel(s) sought shall be able to accommodate a minimum of 250 passengers, berthing not required. Preference will be given to larger pax capacity vessels. The vessel(s) must be capable of moving up to 1,000 pax between Lebanon and Cyprus within 24 hrs, The vessel(s) shall provide sufficient & suitable bathrooms and ablution facilities in compliance with vessel’s Register of Shipping and/or Flag’s national requirements for the stated number of passengers, suitable basic catering facility/service for the stated number of passengers and climate control (air conditioning). The vessel(s) shall be equiped with Safety Equipment such as Life saving equipment on-board (life jackets for all passengers, suitable number of rafts and life buoys to accommodate the number of passengers and in compliance with vessel’s SOLAS certificate) and sufficient cargo lashings and securing devices (as required) for maximum loads. The vessel(s) sought shall have a minimum speed of 21 knots. The draft of the vessel(s) must satisfy Cypriot and Lebanese port restrictions for those ports mentioned above. The Contractor will is responsible for the provision of vessel(s) crew, oil, lubricants, water, cargo lashing equipment rations, maintenance, fuel, port costs and cargo handling services as well as other associated administrative costs It is expected that the term of contract will be twelve (12) months, with provision for contract extension for a maximum of two additional periods of up to one year each, at UN's sole discretion.
